两江新区行政管理体制研究

【摘要】：两江新区的行政管理体制创新所获取的经验是非常宝贵的，具有很强的前瞻性。行政体制改革是两江新区综合配套改革的重点和难点。通过行政体制改革，不仅有助于消除当前体制性障碍对两江新区经济与社会进一步发展的制约，，还有利于提升两江新区的竞争力，在经济竞争中立于不败之地。通过探讨两江新区行政体制改革的路径选择，为我国地方政府的改革提供了宝贵的经验，对未来国家级新区发展模式的探索都具有深远的影响。本文在描述重庆两江新区行政管理体制现状、存在问题的基础上，概括了浦东、滨海新区的行政体制改革的经验，力图为两江新区的行政管理体制改革提出有针对性的措施。本文的结构安排如下：第一部分，主要是对研究背景和意义进行阐述、对开发区的行政体制改革以及两江新区行政体制现状进行文献综述，同时对基本概念进行界定并给出相关理论基础，提出本文所要回答的主要问题。第二部分，重点探讨了两江新区的发展和行政管理体制现状及其存在的问题。第三部分，结合浦东新区和滨海新区行政体制改革的过程，在对两江新区与浦东、滨海新区的行政体制进行比较的基础上，分析并阐述了浦东、滨海新区行政体制改革对两江新区的启示。第四部分，分析了两江新区行政体制改革的三种模式，并结合浦东、滨海新区的经验，为两江新区的行政体制改革提出思路和对策。
[Abstract]:The experience gained from the innovation of administrative system in Liangjiang New area is very valuable and has strong foresight. Administrative system reform is the focus and difficulty of the comprehensive reform of Liangjiang New District. The reform of administrative system will not only help to eliminate the current system obstacles to the further development of the economy and society in the Liangjiang New area, but also help to promote the competitiveness of the Liangjiang New area and to be in an invincible position in the economic competition. Through discussing the path choice of administrative system reform in Liangjiang New District, this paper provides valuable experience for the reform of local government in our country, and has far-reaching influence on the exploration of the development mode of the future state-level new district. On the basis of describing the present situation and existing problems of the administrative management system in the Liangjiang New area of Chongqing, this paper summarizes the experience of the administrative system reform in Pudong and Binhai New area, and tries to put forward some targeted measures for the reform of the administrative management system in the Liangjiang New area. The structure of this paper is as follows: the first part, mainly expounds the background and significance of the research, the administrative system reform of the development zone and the current situation of the administrative system of the Liangjiang New District. At the same time, the basic concepts are defined and the relevant theoretical basis is given, and the main questions to be answered in this paper are put forward. The second part focuses on the development of Liangjiang New area, the present situation of administrative system and the existing problems. The third part, combined with the process of administrative system reform in Pudong New area and Binhai New area, analyzes and expounds Pudong on the basis of comparing the administrative system of the two Rivers New area with that of Pudong and Binhai New area. The Enlightenment of Administrative system Reform of Binhai New area to Liangjiang New area. The fourth part analyzes three modes of administrative system reform in Liangjiang New area, and puts forward some ideas and countermeasures for the reform of administrative system in Liangjiang New area, combined with the experience of Pudong and Binhai New area.
