【摘要】：住房是人类生活的基本需求,对于人们实际生活极为重要,是实现人们生产生活的前提条件。住房不单单充分展现了自己的基本性能,也就是为人们带来遮风避雨的地方及抽象意义上的“家”的意义,同时也有极为关键的社会化性能。要不断保障住房机制建设,不断完善城市中低收入人群的居住条件,并不断完善党十八大中明确的“住有所居”这一政策保证。住房作为社会关注的民生问题,需要不断加强对住房机制建设的完善,不断健全多层次的住房机制,不断实现中低收入人员的住房要求,这有助于改善良生、不断推动社会的和谐稳定发展。《关于解决城市低收入家庭住房困难的若干意见》是国务院在2007年的时候颁行的,这个意见中在当前社会中引发了不小的反响。该意见针对由于廉租住房制度、经济适用住房制度和一些相关的政策措施相对滞后而带来的城市收入低的家庭在住房中存在的问题,指出建立与完善市级廉价住房机制,强化经济适用房及其他住房困难户机制的完善。这属于国内第一次对收入较低家庭存在的住房困难的问题的处理,同时通过政府公共职能对其进行强化。本课题的研究对象为吉林省保障房的退出机制,吉林省作为东北地区中部省份,其住房保障制度在保障内容、建筑节能、退出惩戒等方面既有自身特点,又有区域代表性。保障房安居工程作为吉林省一项重要的民生工程,自实施以来它不仅有效的解决了人们的住房需求问题,更为曾经住房还成为难题的低收入群体提供了较好的居住环境。但对于如何有效实施保障性住房的退出机制,使仅有的房源得以充分发挥其保障作用,还有很多的解决路径需要我们去探索。基于对一些市场经济发达国家和地区的研究,我们不难看出切实可行的准入机制和对其过程进行实时有效的监督,是使得退出机制能够顺利实效进行的前提。只有完善了保障性住房的退出机制,才能够确保这一民生问题达到先期预定的目标,才能使吉林省能够更好的做到让广大人民群众住有所居。如何完善吉林省保障性住房的退出机制,是需要我们亟待解决的一项重要问题。本课题通过学科的交叉和融合性,融合了寻租、博弈和治理等经济学理论对吉林省城镇保障性住房在退出问题上存在的成因进行深入分析,从而使课题的研究具有丰富的理论基础,也进一步丰富了吉林省现有住房保障理论的研究内容。并针对吉林省城镇保障性住房法律法规的盲点和漏洞,探索适合吉林省城镇保障性住房的退出机制,从而为完善吉林省城镇保障性住房法律体系提供理论指导。文章共分为四个部分,第一部分确定了文章的研究对象、研究方法、研究内容。并对课题涉及的主要概念进行了定义,对保障性住房的退出机制做了充分的理论研究;第二部分运用文献回顾和综述的方法,梳理吉林省实施住房保障政策以来国内外保障性住房的现状与发展,简要概述吉林省关于住房保证机制的退出及相应的管理举措,并对国外有关住房困难问题中的政策和管理措施进行了阐述,同时运用比较分析法研究吉林省保障性住房实施以来其合理性及实施效果;第三部分在回顾和分析吉林省住房保障政策与管理现状的基础上,运用案例分析法、实证分析法,从政政策制定、法律法规和管理实施等方面多角度分析吉林省住房保障政策与管理存在的问题并分析其原因;第四部分在既有问题分析的基础上,结合吉林省实际需要提出完善吉林省保障性住房退出机制的总体思路和具体建议;文章的第五部分为结论;第六部分为致谢。本课题研究的重点在于通过对国内外研究现状的梳理,归纳出吉林省保障住房退出机制存在的问题;难点在于对现存问题提出解决方案,并将这些方案整合为有效率、有组织、有系统的机制。研究成果在立足吉林省城镇保障性住房制度完善的同时,也希望可以为其他欠发达省份推进城镇保障性住房建设提供经验。

To guarantee the housing construction mechanism, and constantly improve the living conditions of low-income people in the city, and constantly improve the party eighteen and clear "housing". Only improve the exit mechanism of affordable housing that can ensure the livelihood of the people to advance the intended target, in order to make Jilin province better able to make the masses such as housing. Improve the exit mechanism of affordable housing in Jilin Province, is an important problem to be solved. Through the research disciplines and integration, integration of rent-seeking, game theory and governance theory of economics to conduct in-depth analysis of the causes of the existing problems in the exit on the Jilin province urban affordable housing, so as to make the research has a rich theoretical basis, but also further enrich the research content of Jilin Province, the existing housing security theory.
