中国梦视域下我国文化安全保障研究

【摘要】：中国梦作为近代以来中华民族最大的夙愿和追求,是进行政治、经济、文化、社会、生态建设的重要指引。当前世界正处在大发展大变革大调整时期,文化在综合国力竞争中的地位和作用更加凸显。同时,作为总体国家安全观的一环,文化安全成为关乎国家长治久安、繁荣强盛的重要内容。因此,保障我国文化安全是助推“国家富强、民族振兴、人民幸福”的中国梦早日实现所不可或缺的重要途径。我国文化安全主要包含三个组成部分,即意识形态的安全、民族文化的安全以及大众文化的安全。主要包含三个重要内涵,即对内的吸引力、凝聚力,对外的竞争力、责任力以及文化认同。中国梦与我国文化安全联系密切。一方面,中国梦赋予了我国文化安全时代内涵,拓展了文化安全的格局,包含着对我国文化安全的具体要求;另一方面,我国文化安全为中国梦的早日实现营造了稳定的实现环境,为更好地坚持中国道路、弘扬中国精神、凝聚中国力量创造了条件。纵观国际国内大势,我国文化安全同时面临着机遇与挑战。一方面,经济实力的持续增长、政治建设的推进、全球化进程的加快为我国文化安全奠定了一定的基础;另一方面,在全球化时代,互联网信息的迅猛发展,使得资本主义属性的文化传播有了更多的渠道。社会转型使得现阶段我国社会利益格局和价值取向出现多样化,文化产品趋利化、商品化严重。这些对我国文化安全造成不少挑战。同时,文化自身发展与建设存在一些缺陷与盲点,为我国文化安全埋下了不少隐患。要以文化安全助推中国梦的实现就要把握机遇,直面挑战,积极探索保障我国文化安全切实可行的对策。把握时代发展机遇,就要抓住我国在实现中国梦过程中日渐积累起来的物质财富和日渐提升的国际地位,积极为中国文化发声。积极应对挑战,要建立健全法律、教育、机制多方互联的文化安全保障体系;要重新审视并正确对待政府在我国文化安全保障工作中的作用;要积极推进社会主义先进文化建设。因此,顺应时代要求,立足于我国发展的实际情况,结合国内外学者对文化安全问题的成熟研究,将中国梦与文化安全相结合,正确认识我国文化安全与中国梦的关系,仔细分析在实现中国梦的过程我国文化安全面临的机遇和挑战,探索保障我国文化安全的具体对策,从而为尽早实现中国梦提供助力。
[Abstract]:Chinese Dream, as the greatest long-cherished wish and pursuit of the Chinese nation in modern times, is an important guide for the construction of politics, economy, culture, society and ecology. At present, the world is in the period of great development, great transformation and adjustment, and culture plays a more important role in the competition of comprehensive national strength. At the same time, as an integral part of national security, cultural security has become an important part of national stability and prosperity. Therefore, to ensure the cultural security of our country is an indispensable and important way for Chinese Dream, who promotes the prosperity and strength of the country, the rejuvenation of the nation and the happiness of the people, to realize at an early date. The security of Chinese culture consists of three parts: the security of ideology, the security of national culture and the security of popular culture. It mainly contains three important connotations: internal attraction, cohesion, external competitiveness, responsibility and cultural identity. Chinese Dream and China's cultural security ties are close. On the one hand, Chinese Dream has endowed China with the connotation of the era of cultural security, expanded the pattern of cultural security, and included specific requirements for our cultural security; on the other hand, China's cultural security has created a stable environment for Chinese Dream's early realization, created conditions for better adherence to the Chinese road, the promotion of the Chinese spirit, and the cohesion of China's strength. Throughout the international and domestic trends, China's cultural security is facing both opportunities and challenges. On the one hand, the sustained growth of economic strength, the promotion of political construction and the acceleration of the process of globalization have laid a certain foundation for the cultural security of our country; on the other hand, in the era of globalization, the rapid development of Internet information, So that the cultural transmission of capitalist attributes has more channels. The social transformation has made the social benefit pattern and value orientation of our country diversified at present, and the cultural products are becoming more and more profitable and commercialized seriously. These have caused many challenges to our country's cultural security. At the same time, there are some defects and blind spots in the development and construction of culture itself. To promote Chinese Dream's realization with cultural security, we must grasp the opportunity, face up to the challenge, and actively explore practical countermeasures to ensure the cultural security of our country. To grasp the opportunity of the development of the times, we should seize the material wealth and the international status that our country has accumulated day by day in the process of realizing Chinese Dream, and make an active voice for Chinese culture. To deal with the challenge actively, we should establish and perfect the cultural security guarantee system of law, education and mechanism, re-examine and correctly treat the role of the government in the work of cultural security in our country. We should actively promote the construction of advanced socialist culture. Therefore, in accordance with the requirements of the times, based on the actual situation of our country's development, combined with the mature research on cultural security by domestic and foreign scholars, Chinese Dream and cultural security are combined to correctly understand the relationship between Chinese cultural security and Chinese Dream. This paper carefully analyzes the opportunities and challenges faced by China's cultural security in the process of realizing Chinese Dream, and explores the concrete countermeasures to ensure the cultural security of our country, so as to provide help for the realization of Chinese Dream as soon as possible.
