湖北省房县农村扶贫开发现状与对策研究

【摘要】：贫困问题是世界性难题，由于贫困引起的政治形势动荡、社会分裂、经济崩溃的训诫比比皆是，只要世界上有国家存在，扶贫就是一个永恒的主题。消除和解决贫困，最终全面实现我国人民共同富裕，是社会主义的本质性要求，也是我们党和政府刻不容缓的责任。新中国成立以来，党和政府从未停止对脱贫问题的探索与创新，尤其是改革开放以后，在政府积极主导下，农村扶贫开发工作实现了大规模推进，反贫成就举世瞩目。新的历史时期，随着国力的增强，财力的提高，扶贫标准的调整，贫困人口规模越来越大，扶贫对象逐渐增多，扶贫任务愈加繁重，扶贫工作愈发增强，扶贫开发任务更显艰巨、问题更加复杂、时间更加紧迫，需要与时俱进地调整思路，拓展领域，创新机制，完善手段，实现政治、经济、社会、文化、生态协调发展。本论文正是密切联系湖北省房县农村地区特点，针对农村扶贫工作影响因素，，在原有研究基础上，分析房县扶贫开发工作的深层次问题和原因，参考国内外成功经验，探寻推动房县扶贫开发工作的实质性对策及措施。提出科学的研究思路和研究角度，为新阶段扶贫开发工作提供参考。
[Abstract]:Poverty is a worldwide problem, because of the political instability caused by poverty, social division, economic collapse everywhere admonition, as long as there are countries in the world, poverty alleviation is an eternal theme. It is the essential requirement of socialism and the urgent responsibility of our party and government to eliminate and solve poverty and finally realize the common prosperity of our people. Since the founding of the people's Republic of China, the Party and the government have never stopped exploring and innovating the problem of poverty alleviation, especially after the reform and opening up, under the active leadership of the government, the work of poverty alleviation and development in rural areas has been promoted on a large scale, and the achievement of anti-poverty has attracted worldwide attention. In the new historical period, with the enhancement of national strength, the improvement of financial resources, the adjustment of poverty alleviation standards, the scale of the poor population is getting larger and larger, the number of poverty-stricken people is gradually increasing, the task of helping the poor is becoming more arduous, and the work of helping the poor is increasing. The task of poverty alleviation and development is more arduous, the problem is more complex, and the time is more urgent. It is necessary to adjust thinking with the times, expand fields, innovate the mechanism, perfect the means, and realize the harmonious development of politics, economy, society, culture and ecology. This paper is closely related to the characteristics of rural areas in Fangxian County, Hubei Province, aiming at the influencing factors of poverty alleviation in rural areas, on the basis of the original research, this paper analyzes the deep-seated problems and causes of poverty alleviation and development work in Fangxian County, referring to the successful experience at home and abroad. To explore the substantive measures to promote the development of poverty alleviation in Fangxian County. Scientific research ideas and research angles are put forward to provide reference for poverty alleviation and development in the new stage.
