沈阳加快建设国家全面创新改革试验区的对策思考

【摘要】：面对被列为国家全面创新改革实验区这一重大的历史机遇,沈阳既要从实施国家战略的高度增强历史使命感、责任感,又要在对沈阳全面创新改革试验区建设的现状与问题进行科学评估的基础上增强紧迫感;既要从战略的高度来对沈阳全面创新改革试验区的建设进行顶层设计,又要为创新体系建设提供制度保障,实现创新体系的支持机制创新、创新体系建设的路径突破,更要充分发挥创新体系中各主体的活力,激发创新体系中各种主体的创新动力,强化创新生态环境的优化,使创新体系的运行永葆生机。
[Abstract]:Faced with the great historical opportunity of being listed as the experimental area of national comprehensive innovation reform, Shenyang should strengthen its sense of historical mission and sense of responsibility from the perspective of implementing the national strategy. On the basis of the scientific evaluation of the present situation and problems in the construction of Shenyang comprehensive innovation reform experimental area, we should strengthen the sense of urgency, and we should design the top level design of Shenyang comprehensive innovation reform experimental area from the strategic perspective. It is also necessary to provide institutional guarantee for the construction of innovation system, to realize innovation of supporting mechanism of innovation system, to break through the path of innovation system construction, to give full play to the vitality of all main bodies in innovation system, and to stimulate the innovation motive force of various main bodies in innovation system. Strengthen the optimization of innovative ecological environment, so that the operation of the innovation system will always maintain its vitality.
