河南省产业结构优化升级和产业竞争力构建研究

【摘要】：“十二五”时期“中原经济区”被正式写入《十二五规划纲要》,建设中原经济区迫在眉睫。“十二五”时期产业结构优化升级是经济战略性调整的核心,所以建设中原经济区和产业结构优化升级密不可分,同时产业竞争力是地区经济社会综合实力的反映,中原经济区的发展更离不开区域产业竞争力的提升。在此期间,尽管河南省持续不断地推进产业结构调整及优化升级,但长期形成的三次产业内部结构失衡、三次产业之间协调性差、就业结构与产业结构关系扭曲、产业结构粗放、层次偏低、质量效益差,尤其是主导产业竞争力不强、技术水平低和过于依赖能源原材料行业的状况尚未有根本性的改变,这导致河南大多数产业缺乏竞争力,特别是战略性新兴产业。这种状况不但制约着河南省产业竞争力的构建,而且抑制着河南产业综合竞争力的提升,最终导致河南省产业综合竞争力在全国处于比较劣势的地位,严重阻碍着河南经济可持续健康发展。河南产业综合竞争力水平低下,亟待我们通过产业结构优化升级来提升河南产业竞争力。经过分析研究论文从提高自主创新能力、发展绿色经济、提高经济效益三个角度出发来优化产业结构进而实现河南产业竞争力的提升。首先,自主创新是产业结构优化升级的内在动力,是区域产业竞争力形成的基础。自主创新能力的提高是对粗放型经济发展模式的改进,不但有利于产业结构优化升级,更有助于提升河南产业综合产业竞争力。其次,发展绿色经济是转变河南粗放型经济发展模式的核心,若要若通过产业结构优化升级来提升河南产业竞争力,必须大力发展绿色经济。同时,市场竞争力的提升必须依靠良好的经济效益,只有提高企业的经济效益才能使竞争力有所提升。
[Abstract]:The "Central Plains Economic Zone" was formally written into the outline of the Twelfth Five-Year Plan during the 12th Five-Year Plan period, and the construction of the Central Plains Economic Zone is imminent. The optimization and upgrading of industrial structure during the 12th Five-Year Plan period is the core of the strategic economic adjustment. Therefore, the construction of the Central Plains Economic Zone and the optimization and upgrading of the industrial structure are inseparable, while the industrial competitiveness is the reflection of the regional economic and social comprehensive strength, and the development of the Central Plains Economic Zone can not be separated from the promotion of the regional industrial competitiveness. During this period, although Henan Province continued to promote the adjustment and optimization of industrial structure, the internal structure of the three industries formed for a long time was out of balance, the coordination between the three industries was poor, and the relationship between employment structure and industrial structure was distorted. The industrial structure is extensive, the level is on the low side, and the quality benefits are poor, especially the competitiveness of the leading industries is not strong, the technological level is low and the situation of the industries relying too much on energy and raw materials has not yet fundamentally changed, which has led to the lack of competitiveness of most industries in Henan Province. In particular, strategic emerging industries. This situation not only restricts the construction of Henan's industrial competitiveness, but also inhibits the promotion of Henan's industrial comprehensive competitiveness, which ultimately leads to the comparative inferiority of Henan's industrial comprehensive competitiveness in the whole country. It seriously hinders the sustainable and healthy development of Henan economy. The level of comprehensive competitiveness of Henan industry is low, it is urgent for us to improve Henan's industrial competitiveness by optimizing and upgrading the industrial structure. Through analysis and research, this paper aims at improving the ability of independent innovation and developing a green economy. To optimize the industrial structure and realize the upgrading of Henan's industrial competitiveness from three angles of improving economic efficiency. First, independent innovation is the internal motive force for the optimization and upgrading of industrial structure. The improvement of independent innovation ability is the improvement of extensive economic development model, which is not only conducive to the optimization and upgrading of industrial structure, but also helps to enhance the comprehensive industrial competitiveness of Henan. The development of green economy is the core of the transformation of Henan extensive economic development model. If we want to promote Henan's industrial competitiveness by optimizing and upgrading the industrial structure, we must vigorously develop the green economy. At the same time, The promotion of market competitiveness must depend on good economic benefits, and only by improving the economic benefits of enterprises can the competitiveness be improved.
