基于区域一体化背景下的长三角海洋经济整合研究

【摘要】：在全球化和区域一体化背景下,海洋空间和海洋资源将成为区域竞争的主要焦点。长三角海洋经济区作为我国三大海洋经济区之一,海洋资源丰富、海洋经济发达。但海洋经济作为陆域经济的延伸,行政区经济仍较为明显,各地区协调性较差,还存在诸多问题。如沿海基础设施有待对接、海洋产业趋同、海洋科技尚未形成合力、跨区域生态环境合作有待联动、海洋合作体制机制不成熟等。论文采用层次分析法,以长三角沿海城市为地域研究单元,进行海洋经济竞争力评价。提出长三角沿海城市海洋经济发展主要存在三大类型,即海洋经济核心区、海洋经济发展区和海洋经济潜力区。基于此,提出长三角海洋经济整合格局,即"三角两翼一带",加快海陆统筹、区域协调、江海湾联动发展,促进长三角海洋经济一体化发展。
[Abstract]:In the context of globalization and regional integration, ocean space and marine resources will become the main focus of regional competition. As one of the three major marine economic zones in China, the Yangtze River Delta Marine Economic Zone is rich in marine resources. The marine economy is developed. However, as an extension of the land economy, the economy of the administrative region is still relatively obvious, the coordination of various regions is poor, and there are still many problems, such as the coastal infrastructure needs to be docked, and the marine industry converges. The marine science and technology has not yet formed the resultant force, the cross-regional ecological environment cooperation needs to be linked, the marine cooperation system mechanism is not mature and so on. The paper adopts the analytic hierarchy process (AHP), taking the coastal cities of the Yangtze River Delta as the regional research unit, It is proposed that there are three main types of marine economic development in coastal cities of Yangtze River Delta, namely, marine economic core area, marine economic development area and marine economic potential area. The paper puts forward the integrated pattern of marine economy in the Yangtze River Delta, that is, "the two wings of the triangle", which speeds up the coordination of land and sea, regional coordination, the linkage development of the Yangtze River and the Gulf, and promotes the integration of the marine economy of the Yangtze River Delta.
