区域科技人才创新能力与经济发展协调性研究

【摘要】：科技创新是提高社会生产力和综合国力的战略支撑,实施创新驱动发展战略,是科学发展观的要求,也是转变经济增长方式,促进区域经济可持续发展的要求。科技人才作为科技创新主体,是推动科技进步与区域可持续发展的第一战略资源,而科技人才创新能力则是决定科技人才的潜力能否得到充分发挥的根本因素。区域科技人才创新能力与经济发展之间联系紧密,主要体现在两个方面：一是培养科技人才创新能力必须投入大量的人力与物力,区域经济发展能够为科技人才创新能力的提升提供物质储备；另一方面,科技人才创新成果能够转化现实生产力,推动区域经济可持续发展。因此,区域科技人才创新能力与经济发展协调性研究,是正确认识区域科技人才创新能力水平,科学分析科技人才创新能力与区域经济发展之间相互关联、相互作用,实现二者耦合协调发展的重要基础,也是政府对区域科技人才投入进行宏观调控,正确制定科技人才创新的激励政策,加强科技人才创新对于经济发展推动作用的重要依据。基于人力资本理论、区域经济发展理论、协同理论与创新理论,本文探究区域科技人才创新能力与经济发展的协调性,主要观点和内容： (1)依据人力资本理论与区域经济发展理论,详细阐述区域科技人才内涵及特征、区域科技人才创新能力内涵、分类、特点及其影响因素,其中影响因素包括科技人才投入、科技人才产出、科技人才创新环境建设三个层面,并注重分析了区域科技人才创新能力与经济发展的互动机理,从科技人才创新推动经济发展与区域经济发展对提升科技人才创新能力两个层面进行分析。 (2)从投入、产出及环境建设三个层面建立其评价指标体系,并基于2006年至2010年全国30省市自治区的相关数据,采用协调度模型计算出两者之间的协调发展指数,最后将五年分为四个阶段,并对每个阶段全国各地区两者之间协调程度进行分析。 (3)采用灰色关联度模型,选用2010年全国30省市的相关统计数据,计算出区域科技人才创新能力指标与经济发展评价指标的关联度,并且分析影响两者协调程度的主要因素。 (4)根据实证研究结果,从企业、产业、区域三个层面提出促进区域科技人才创新能力与经济发展协调的相关政策与建议：企业层面政策建议包括：建立健全企业内部管理及运营机制、提高企业研发及技术转化能力、提高企业技术引进能力、培育企业创新文化、加强企业科技人才队伍建设;产业层面政策建议,主要包括：推动产业升级、创造良好的产业经济环境;区域层面政策建议,主要包括优化科技人才投入结构、制定相关政策、优化科技人才创新环境。本文的可能的创新之处在于：(1)详细阐述了区域科技人才创新能力的概念及影响因素,并在此基础上构建区域科技人才创新能力的评价指标体系;(2)定性分析区域科技人才创新能力与经济发展之间的互动机理;(3)构建区域科技人才创新能力与经济发展的协调度模型;(4)采用灰色关联度模型,具体分析影响二者协调发展的主要因素。
[Abstract]:Technological innovation and strategic support to improve social productivity and comprehensive national strength, the implementation of innovation driven development strategy, is the request of Scientific Outlook on Development, but also change the mode of economic growth, promote the sustainable development of regional economy. Science and technology talents as the mainstay of technological innovation, is the first strategic resources to push the progress of science and technology and the regional sustainable development, and the innovation ability of science and technology talents it is technical personnel potential can be fully played. The fundamental factors between the regional science and technology innovation ability and economic development closely, mainly reflected in two aspects: one is to cultivate the innovation ability of scientific and technological personnel must invest a lot of manpower and resources, regional economic development can provide material reserves for the innovation ability of science and technology talents promotion; on the other hand, innovation achievements of science and technology talents can be transformed into the real productivity, promote the sustainable development of regional economy . therefore, research on the coordinated development of regional science and technology talents innovation ability and economy, is the correct understanding of the regional science and technology innovation ability of talents, scientific analysis of correlation between science and technology talents, innovation ability and the development of regional economic interaction, an important basis for the coordinated development of two coupling, but also government investment macro-control of regional science and technology talents the correct development of science and technology innovation talent incentive policy, strengthen the important basis for scientific and technical talent to promote economic development.
Based on the theory of human capital, the theory of regional economic development, the theory of synergy and the theory of innovation, this paper explores the coordination of innovation ability and economic development of regional science and technology talents.
(1) according to the theory of human capital theory and regional economic development, expounds the connotation and characteristics of regional science and technology talents, innovation capability of regional science and technology talents connotation, classification, characteristics and influencing factors, the influence factors including the talents of science and technology investment, science and technology talent output, three aspects of construction technology innovation talents of environmental science, and focus on the analysis of the interactive mechanism regional science and technology innovation ability and the development of economy, science and technology talents from innovation to promote economic development and regional economic development to enhance the innovation ability of science and technology personnel two aspects were analyzed.
(2) from the input, output and environment construction in three aspects to establish the evaluation index system, and based on the related data from 2006 to 2010, the country's 30 provinces and autonomous regions, the coordination degree model to calculate the index of coordinated development between the two, the last five years will be divided into four stages, and each stage between the two regions the coordination degree are analyzed.
(3) using grey correlation degree model and selecting relevant statistics data of 30 provinces and cities in 2010, we calculated the correlation degree between regional science and technology talents' innovation capability index and economic development evaluation index, and analyzed the main factors that affect their coordination degree.
(4) according to the results of empirical research, from business, industry, and puts forward relevant policy suggestions to promote the innovation capability of regional science and technology talents and economic development coordination of three aspects: the enterprise level regional policy recommendations include: establishing and perfecting the enterprise internal management and operation mechanism, improve enterprise development and technical transformation ability, improve the enterprise technology ability. The cultivation of enterprise culture of innovation, strengthen the construction of talents in science and technology enterprises; industry level policy recommendations, including: to promote industrial upgrading, create a good economic environment in the industry; regional level policy recommendations, including the optimization of investment structure of science and technology personnel, and formulate relevant policies, optimize the environment for innovation talents of science and technology.
The innovation of this article lies in: (1) elaborates the concept and the influencing factors of regional innovation ability of scientific and technological personnel, and on the basis of innovation capability of regional science and technology talents evaluation index system; (2) the qualitative analysis of the interactive mechanism between regional science and technology innovation ability of talents and economic development; (3) the construction of regional science and technology the talent innovation and economic development coordination degree model; (4) by using the grey correlation model, the main factors of the coordinated development of the specific analysis of the impact of the two.
