【摘要】：随着我国经济的快速发展,城市化的步伐不断加快,与此同时,我国的城市发展也出现了人口数量膨胀,用地规模扩大,空气污染,交通拥挤等一系列社会问题。于是,城市周边的郊区、郊县以及城乡结合部等本属于农村的区域,开始以远城区或新城区的形式纳入到城区建设中来。长期以来的城郊分割,导致城郊发展联系不足、差距加大,以城区为中心的发展理念根深蒂固,远城区作为郊区发展的产物,城、郊混合共生是其与生俱来的特性,这就导致其在发展中,往往被城市或郊区的属性困扰,不仅在实践中远城区的经济发展未能引起足够重视,在理论研究中远城区作为独立的研究实体,也没能得到应有的关注。本文结合当前武汉发展的实际情况,形成对武汉市远城区经济发展情况的系统认识；全面掌握武汉远城区经济发展中的特殊规律；发现远城区经济社会发展中现实存在的问题；并在全面分析的基础上针对各远城区发展的实际情况的提出政策性意见和建议,以促进武汉经济社会的科学发展。本文首先对远城区发展的国内外研究做了简要的分析,然后对武汉市发展现状进行了简要的分析,发现实施中部崛起战略以来,武汉市不论是在经济总额还是在三次产业结构方面,均得到了很大的发展和提高。之后,本文从经济总量,人均收入水平以及城市化水平这三个角度对远城区总体发展进行了分析,发现远城区经济发展均存在“高增长、不均衡”的特点,并且和中心城区相比仍有很大差距。然后,本文通过对六个远城区的产业结构与产业空间布局进行了纵向上以及横向上的分析与研究的基础上,发现远城区产业结构具有高度的不平衡性,普遍存在“一产衰、二产过,三产弱”的问题,而已六大城市群组为基础的产业布局已经基本形成。最后本文将武汉远城区发展中存在的问题总结为：1、地区发展水平差距明显,产业经济结构矛盾突出；2、土地浪费严重,城镇布局松散；3、基础设施建设滞后,公共服务资源稀缺；并从产业发展、城镇化以及产业布局三个方面提出了针对性建议,以促进武汉远城区经济社会的全面协调可持续发展。
[Abstract]:With the rapid development of China's economy, the pace of urbanization has been accelerated. At the same time, a series of social problems such as population expansion, land use expansion, air pollution, traffic congestion and so on have appeared in the urban development of our country. Therefore, the suburban, suburban and urban-rural areas which belong to the rural areas begin to be incorporated into the urban construction in the form of distant urban areas or new urban areas. For a long time, the division of the suburbs has led to the insufficiency of the relationship between the suburban development and the widening of the gap. The concept of city-centered development is deeply rooted. As the product of the suburban development, the urban and suburban mixed symbiosis is its inherent characteristic. As a result, it is often troubled by the attributes of city or suburb in its development. Not only the economic development of Zhongyuan urban area has not been paid enough attention to in practice, but also it has not been paid due attention to as an independent research entity in the theoretical study of Zhongyuan urban area. According to the actual situation of Wuhan's development, this paper forms a systematic understanding of the economic development of far urban area of Wuhan, comprehensively grasps the special law in the economic development of far urban area of Wuhan, and finds out the problems existing in the economic and social development of far urban area. In order to promote the scientific development of Wuhan economy and society, the policy suggestions and suggestions are put forward on the basis of comprehensive analysis. This paper first makes a brief analysis of the domestic and foreign research on the development of the far urban area, and then makes a brief analysis of the present situation of Wuhan's development, and finds out that since the implementation of the strategy of the rise of the central region, Both in the total economic volume and in the third industrial structure, Wuhan has been greatly developed and improved. Then, this paper analyzes the overall development of the far urban area from the three angles of total economic volume, per capita income level and urbanization level, and finds out that the economic development in the far urban area has the characteristics of "high growth and imbalance". And there is still a big gap with the central city. Then, based on the vertical and horizontal analysis and research on the industrial structure and industrial spatial layout of the six distant urban areas, it is found that the industrial structure in the far urban area is highly unbalanced, and there is a common phenomenon of "production and decline". The problem of "two industries, three industries weak", only six urban groups based on the industrial layout has been basically formed. Finally, the paper summarizes the existing problems in the development of Wuhan far urban area as: 1, the gap of regional development level is obvious, the contradiction of industrial economic structure is prominent, the land waste is serious, the layout of cities and towns is loose, the infrastructure construction lags behind, and the public service resources are scarce; Suggestions are put forward from three aspects of industrial development, urbanization and industrial layout in order to promote the overall coordinated and sustainable development of the economy and society in the far urban area of Wuhan.
