“省管县”对郑州发展的影响及对策研究

【摘要】：“省管县”是近几年来行政管理体制中最受关注的改革模式,被认为涉及国家的长治久安,“扩权强县”、“强县扩权”等有关省管县体制的改革实践引起了广泛关注,特别是它的成功经验和主要做法引发了社会各界对现行市管县体制的深刻反思以及推行省管县体制的积极探讨。基于此,我认为省管县体制作为新一轮行政体制改革的方向已逐渐明朗化。在这种条件下,作为省会城市,“省管县”会对郑州产生哪些影响?会带来哪些机遇和挑战?郑州如何应对这一重大行政体制变革呢?针对这些问题,经过专题调研,并结合郑州市实际,研究撰写了此篇调查报告。本文共分为六个部分,第一部分,引言,从三个方面介绍了国内省管县研究的现状；第二部分,省管县体制的政策背景及发展分析,主要从市管县的形成及省管县的提出开始,着重阐述了市管县存在的问题及为什么要进行省管县行政体制改革；第三部分,经过统计数据分析,从经济综合实力、发展空间及产业布局、对工业服务业的影响、区域中心城市建设四个方面论述了省管县体制对郑州市发展的影响；第四部分,选取武汉、南京、杭州、乌鲁木齐、银川等为学习对象,借鉴参考外地市的主要应对经验；第五部分,通过对政策的解读,结合郑州市实际,制定了切实可行的应对策略；第六部分为问题讨论,提出了本文的主要观点、创新之处、不足之处及今后努力方向。在分析省管县体制的实施背景、政策取向和主要经验的过程中,通过两种实践模式的对比,深入探讨了省管县体制的发展方向和改革途径,重点研究了省管县体制改革对郑州市发展带来的严峻挑战,在行政区划调整、产业发展、财政与规划等几个重点方面提出了具体应对措施和建议。
[Abstract]:"Provincial administration and county" is the most concerned reform mode in the administrative system in recent years. It is considered to be related to the long-term stability of the country. The reform practice of "expanding power and strengthening county" and "strengthening county and expanding power" has aroused widespread concern. In particular, its successful experiences and main practices have led to a profound reflection on the current system of city and county management and a positive discussion on the implementation of the system of provincial and county management in all walks of life. Based on this, I think the province-run county system as a new round of administrative system reform direction has gradually become clear. Under such conditions, as the provincial capital city, "provincial management of counties" will have any impact on Zhengzhou? What are the opportunities and challenges? How does Zhengzhou deal with this major administrative system change? In view of these questions, through the special topic investigation, and unifies Zhengzhou city actual, the research has written this investigation report. This article is divided into six parts altogether, the first part, introduction, has introduced the present situation from three aspects, the second part, the policy background and the development analysis of the provincial management county system, mainly starts from the formation of the city and the county and the proposal of the province management county. The problems existing in the management of cities and counties and the reasons for the reform of the administrative system of provinces and counties are expounded emphatically. The third part, through the analysis of statistical data, analyzes the influence on the industrial service industry from the comprehensive strength of economy, the development of space and the distribution of industries. Four aspects of regional central city construction have discussed the influence of provincial management and county system on the development of Zhengzhou. The fourth part selects Wuhan, Nanjing, Hangzhou, Urumqi and Yinchuan as the learning objects, referring to the main coping experience of other cities. The fifth part, through the interpretation of the policy, combined with the reality of Zhengzhou, to formulate a practical strategy; the sixth part for the discussion of the problem, put forward the main points of this article, innovation, shortcomings and future efforts. In the process of analyzing the implementation background, policy orientation and main experience of provincial and county management system, through the comparison of two kinds of practice models, this paper deeply discusses the development direction and reform way of provincial management county system. This paper focuses on the severe challenges brought by the system reform of provincial management and county to the development of Zhengzhou City, and puts forward some concrete countermeasures and suggestions on the adjustment of administrative divisions, industrial development, finance and planning, and so on.
