长吉图开发开放先导区人力资源规划研究

【摘要】:2009年11月16日,国务院正式批复《中国图们江区域合作开发规划纲要——以长吉图为开发开放先导区》,标志着长吉图开发开放先导区建设已上升为国家战略,成为国家实施的沿边开发开放区域。长吉图开发开放先导区的主要范围是吉林省范围内的长春市、吉林市部分区域(长春市部分区域是指长春市城区、德惠市、九台市和农安县;吉林市部分区域是指吉林市城区、蛟河市和永吉县)和延边州。本文对长吉图开发开放先导区简称长吉图先导区。长吉图先导区为了实现这个国家级的战略,制定了从2009到2020年的经济发展战略。本文通过分析长吉图先导区人力资源现状、经济发展情况以及经济发展战略目标,预测长吉图先导区在实现经济发展目标过程中对人力资源的供求数量与质量,制定长吉图区域人力资源规划。 本文绪论部分,基于长吉图先导区上升为国家发展战略的背景和长吉图先导区的建设对于吉林省社会经济发展的重要性。阐述了长吉图先导区人力资源规划对区域经济发展的重要意义,并交代了本文研究的思路和方法。 第一章,对国内外已有的文献进行系统的梳理。为本文研究提供理论依据。 第二章,对人力资源规划相关理论进行阐述,包括人力资源规划的定义、流程、方法、作用以及发展方向等。 第三章,交代了长吉图先导区人力资源规划的基础条件:长吉图先导区人力资源现状、长吉图先导区经济发展情况和发展战略。 第四部分,从人口总量、人力资源结构、教育情况等方面入手分析了长吉图先导区的人力资源现状及吉林省人力资源现状。根据长吉图先导区经济发展情况和经济发展目标。采用线性回归分析方法研究人口总量与生产总值之间存在的关系,从业人口总量与生产总值之间存在的关系。根据长吉图先导区经济发展目标:2015年预计生产总值到达10200亿元,2020年预计生产总值到达19400亿元;运用人口总量与生产总值,从业人口与生产总值的线性方程对人力资源需求进行预测。通过对长吉图先导区人力资源相关数的据分析,得出在实现经济发展战略过程中的人力资源供给情况:低端人才将供过于求,专业技术人才将供不应求。最后对长吉图先导区人力资源供求平衡进行分析。 第五部分,基于政府的角度制定长吉图先导区人力资源规划:1.完善相关政策法规,实施有吸引力的人才政策。2.建立良好的区域人力资源管理服务平台。3.增加教育投入,大力发展教育。4.提高中等职业教育发展水平。5.推广“订单式”人才培养模式。6.鼓励企业大力培养和储备人才。7.培养和储备创新型人才。最后阐述长吉图区域人力资源规划的实施,评估及反馈。 最后一部分总结研究结论,,今后研究的建议和方向,以及本文存在的不足。
[Abstract]:On November 16, 2009, the State Council officially approved the outline of China's Tumen River Regional Cooperative Development Planning-taking Changji Tu as the development and opening pilot area, "which marks the rise of the construction of the Changjitun Development and opening Pioneer area as a national strategy." Become the national implementation of the border development of open areas. The main scope of the development and opening leading area of Changjitu is Changchun City within the scope of Jilin Province, and parts of Jilin City (parts of Changchun City refer to the urban areas of Changchun City, Dehui City, Jiutai City and Nong'an County; parts of Jilin City refer to the urban areas of Jilin City. Jiaohe City and Yongji County) and Yanbian state. In this paper, the development of Changji Tu open pilot area is referred to as Changjitu Pioneer area. In order to realize this national strategy, Changjitu Pioneer formulated the economic development strategy from 2009 to 2020. Based on the analysis of the present situation of human resources, economic development and strategic objectives of economic development, this paper predicts the quantity and quality of supply and demand of human resources in Changjitu-Pioneer area in the process of realizing its economic development goals. Develop human resource planning for Changjito area. In the introduction part of this paper, based on the background that Changji Tu Pioneer area rises to the national development strategy and the importance of the construction of Changjitu Pioneer area for the social and economic development of Jilin Province. This paper expounds the significance of human resource planning in Changjitu-Pioneer area to the development of regional economy, and explains the ideas and methods of this paper. The first chapter systematically combs the existing literature at home and abroad. To provide the theoretical basis for this study. In the second chapter, the related theories of human resource planning are expounded, including the definition, process, method, function and development direction of human resource planning. The third chapter introduces the basic conditions of human resource planning in Changjitu forerunner area: the present situation of human resources in Changjitu forerunner area, the economic development situation and development strategy of Changjitu forerunner area. The fourth part analyzes the present situation of human resources in Changjitu-Pioneer area and Jilin Province from the aspects of total population, structure of human resources and education. According to the economic development and economic development goals of Changji-tu pilot area. The linear regression analysis is used to study the relationship between the total population and the GDP, and the relationship between the working population and the GDP. According to the economic development goals of the Changjitu-Pioneer region, the GDP is expected to reach 1.02 trillion yuan in 2015 and 1.94 trillion yuan in 2020. The linear equation of employed population and GDP predicts the demand of human resources. Based on the analysis of the related numbers of human resources in Changjitu-Pioneer area, it is concluded that the supply of human resources in the process of realizing the economic development strategy is that the supply of low-end talents will exceed the demand, and the supply of professional and technical talents will exceed the demand. Finally, the author analyzes the balance of supply and demand of human resources in Changjitu forerunner area. The fifth part, based on the government's point of view, the development of Changjitu pilot District Human Resources Planning: 1. Improve relevant policies and regulations, and implement attractive talent policies. Establish a good regional human resources management service platform. 3. Increase investment in education and vigorously develop education. To raise the level of development of secondary vocational education. Promote the "order-type" talent training model. Encourage enterprises to vigorously train and reserve personnel. Cultivate and reserve innovative talents. Finally, the implementation, evaluation and feedback of human resource planning in Changji-tu region are expounded. The last part summarizes the research conclusions, the suggestions and direction of the future research, as well as the shortcomings of this paper.
