【摘要】：环境产品与服务合作是APEC最早开展、且具有重大成果的合作领域之一。APEC环境产品与服务合作进程可分为倡议初步提出期、实践期和合作措施密集出台期三个阶段,APEC环境产品与服务合作具有合作战略性、内容丰富、形式多样、广受国际社会关注等特点,中国在推动APEC环境产品与服务合作方面发挥了积极和重要作用。APEC环境产品与服务合作的原因是国际环境、环境产品与服务本身特性、发达成员贸易利益以及各成员最终博弈等各种因素综合作用的结果。未来,APEC环境产品与服务合作将进一步深化,将清单产品和成员"双扩"以及环境产品与服务贸易自由化平衡趋势明显、但仍将面临环境产品多用途和全生命周期评估等困难。
[Abstract]:The cooperation on environmental goods and services is one of the earliest areas of cooperation of APEC and has great achievements. The process of cooperation on environmental goods and services can be divided into the initial period of initiative. The three phases of APEC's cooperation on environmental goods and services during the period of practice and intensive adoption of cooperation measures are characterized by its strategic cooperation, rich content, diverse forms, and wide attention by the international community. China has played an active and important role in promoting the cooperation of APEC environmental products and services. The result of the comprehensive action of various factors, such as the trade interests of developed members and the final game of each member. In the future, APEC cooperation on environmental goods and services will be further deepened, and the "double expansion" of list products and members and the trend of trade liberalization of environmental goods and services will be obvious, but they will still face difficulties such as multi-purpose and life-cycle assessment of environmental products.
