【摘要】：我国的城市化正以空前的速度在更大的尺度、更广的纬度上扩张、蔓延,突出表现为城市土地的快速扩张,对城郊土地的大肆侵占,土地利用的结构性不合理。公建用地作为城市土地主要构成部分,其集约利用关系到城市的可持续发展。本文提出了从中外规划管理规定比较角度来研究公建用地的集约利用,探讨了我国实践公建集约利用的可能性,初步构建了公建用地集约利用的借鉴策略。本文从我国城市化进程、城市活力丧失、用地紧张等背景出发,说明研究公建用地集约利用的重要意义,并对研究内容、方法进行阐述。然后,从理论基础、研究现状及发展历史三个方面探讨了国内外公建用地集约利用的整体研究情况,并通过一个案例来说明公建用地发展趋势。通过对新加坡、香港、美国纽约三个地区有关公建开发的规划管理规定的深入研究,得出三个城市在管理控制层面的特点及经验,进而对比我国典型城市的规划管理规定,指出存在的问题与障碍,并进一步提出有益于我国公建用地集约利用水平提高的策略。
[Abstract]:The urbanization of our country is expanding and spreading on a larger scale and at a wider latitude at an unprecedented speed, which is characterized by the rapid expansion of urban land and the wanton occupation of suburban land. The structure of land use is unreasonable. Public construction land is the main component of urban land. The intensive utilization is related to the sustainable development of the city. This paper puts forward to study the intensive utilization of the public construction land from the perspective of the comparison of the planning and management regulations between China and foreign countries, and probes into the possibility of practicing the intensive use of the public construction land in our country. A preliminary construction of public construction land intensive use of reference strategy. Based on the background of urbanization, loss of urban vitality and shortage of land use in China, this paper explains the significance of the study on intensive use of public construction land, and expounds the research contents and methods. Then, the theoretical basis is given. This paper discusses the overall research situation of intensive use of public construction land at home and abroad from three aspects of research status and development history, and explains the development trend of public construction land through a case. Through Singapore, Hong Kong. Through the in-depth study of the planning and management regulations of Guan Gongjian in three areas of New York, the characteristics and experiences of the three cities in the management control level are obtained, and the planning and management regulations of the typical cities in our country are compared. The existing problems and obstacles are pointed out, and the strategies beneficial to the improvement of intensive utilization of public construction land in China are put forward.
