中小河流治理工程后评价模型及应用研究

【摘要】:中小河流治理工程后评价是工程项目管理的重要组成部分,是项目建设程序不可缺少的环节。它通过项目的实际成果和效益来分析评价项目决策、建设和运营的整个过程,总结项目在各阶段的经验教训,并通过及时有效的信息反馈,为投资新项目的决策提供可靠依据,提高项目决策的科学化水平。评价结果还提出了项目改进建议和措施,,进一步完善项目管理工作,提高项目投资效益,促使中小河流治理工程投资的良性循环和健康发展。 本文以中小河流治理工程后评价为研究对象,在水利建设项目后评价相关理论、方法基础上,结合中小河流治理工程项目特点,采用定性与定量相结合、科学运算与经验总结相结合的方法对中小河流治理工程后评价理论、方法及应用进行研究。 首先,对安徽省中小河流现状进行调研,指出中小河流存在的主要问题、治理现状及后评价的必要性。其次,参考水利建设项目后评价的理论、方法,对中小河流治理工程后评价理论、方法进行研究;根据中小河流治理工程项目特点和指标体系构建原则,筛选、构建中小河流治理工程项目后评价的指标体系,并对各指标进行解释;结合层次分析法和模糊综合评价的优势,建立层次分析法-模糊综合评价模型。最后,选择安徽省中小河流治理工程中县城防洪和农田防护两类项目的典型案例进行后评价实例分析,利用层次分析法确定后评价指标权重,再采用模糊综合评价法来进行项目综合后评价。不同类型项目后评价重点有所差别,农田防护项目主要作用是防洪除涝、灌溉供水,其后评价主要注重工程经济效益,而县城防洪项目还注重工程生态环境效益和社会效益等。后评价结果表明,实例分析项目后评价结论均为良好。
[Abstract]:Post-evaluation is an important part of project management and an indispensable part of project construction procedure.It analyzes and evaluates the whole process of project decision, construction and operation through the actual results and benefits of the project, sums up the experience and lessons of the project in each stage, and provides reliable basis for the decision of investing new project through timely and effective information feedback.Improve the scientific level of project decision making.The evaluation results also put forward some suggestions and measures to improve the project management, improve the benefit of project investment, and promote the healthy development of investment in small and medium-sized rivers.Based on the relevant theories and methods of post-evaluation of water conservancy construction projects and combining the characteristics of small and medium-sized river treatment projects, this paper takes the post-evaluation of small and medium-sized rivers as the research object, and adopts the combination of qualitative and quantitative analysis.The theory, method and application of post-evaluation of small and medium-sized river harnessing engineering are studied by combining scientific operation with experience summary.First of all, the present situation of middle and small rivers in Anhui Province is investigated, and the main problems, the current situation of governance and the necessity of post-evaluation are pointed out.Secondly, referring to the theory and method of post-evaluation of water conservancy construction project, this paper studies the theory and method of post-evaluation of small and medium-sized river treatment project, and selects, according to the characteristics of small and medium-sized river treatment project and the principle of constructing index system,The index system of post-evaluation of small and medium-sized river treatment project is constructed, and each index is explained, combined with the advantages of AHP and fuzzy comprehensive evaluation, the analytic hierarchy process (AHP) -fuzzy comprehensive evaluation model is established.Finally, select the typical case of county town flood control and farmland protection in the small and medium river control project in Anhui province to carry on the post-evaluation case analysis, and use the analytic hierarchy process to determine the weight of the post-evaluation index.Then the fuzzy comprehensive evaluation method is used to carry out the comprehensive post-evaluation of the project.The main functions of farmland protection projects are flood control and waterlogging, irrigation and water supply, and later evaluation mainly pays attention to engineering economic benefits, while county flood control projects also pay attention to the ecological environmental benefits and social benefits of projects, and so on.The results of post-evaluation show that the conclusion of post-evaluation is good.
