民族区域自治制度在内蒙古的完善和发展

【摘要】：民族问题解决得好坏直接关系着国家的长治久安和生死存亡。本文在国内学者对中国民族区域自治制度分析研究的基础上,对民族区域自治制度的实施进行了总结和概括,对内蒙古实施民族区域自治制度的现状进行了分析,找出主要成就、经验和存在的主要问题,并对内蒙古继续完善和发展民族区域自治制度进行了针对性探讨。文章集中阐述了经济发展对现今民族区域自治制度实施的最重要意义,并从政治、经济和文化等方面对内蒙古继续完善和发展民族区域自治制度进行了探讨。作者认为,要在全社会广泛深入地进行马克思主义民族观、民族理论和党的民族政策宣传教育,倡导民族团结、和睦相处的良好风尚,把各族人民的积极性和创造性凝聚到“热爱内蒙古,建设内蒙古”的伟大实践中来。为此,必须把大力培养和使用少数民族干部作为少数民族参与管理国家大事的长期任务坚持下去,发挥其在推进民族团结进步事业中不可替代的作用;必须加快民族法制体系的建设,切实做到有法可依,有法必依,执法必严,违法必究,使民族区域自治制度落到实处;必须把西部大开发与完善民族区域自治制度结合起来,这不仅是解决我国新世纪发展问题的一项重大战略任务,也是我们党解决当代中国民族问题的重大举措,是贯彻党的民族政策的重要步骤和有力保障;必须把入世与民族区域自治制度结合起来,只有实施“走出去”的开放战略,
[Abstract]:The solution of national problems is directly related to the long-term stability and life-or-death of the country. Based on the domestic scholars' analysis and research on the system of regional national autonomy in China, this paper summarizes and generalizes the implementation of the system of regional national autonomy, and analyzes the present situation of implementing the system of regional national autonomy in Inner Mongolia. This paper finds out the main achievements, experiences and problems, and probes into the improvement and development of regional national autonomy system in Inner Mongolia. This paper focuses on the most important significance of the economic development to the implementation of the present ethnic regional autonomy system, and probes into the continued improvement and development of the ethnic regional autonomy system in Inner Mongolia from the political, economic and cultural aspects. The author believes that it is necessary to extensively and deeply carry out the Marxist national concept, the national theory and the Party's national policy propaganda and education in the whole society, and advocate the good custom of national unity and harmonious coexistence. The enthusiasm and creativity of the people of all ethnic groups are condensed into the great practice of loving Inner Mongolia and building Inner Mongolia. Therefore, we must persist in vigorously cultivating and using minority cadres as a long-term task for ethnic minorities to participate in the management of state affairs, and give play to their irreplaceable role in promoting the cause of national unity and progress; It is necessary to speed up the construction of the national legal system, to ensure that there are laws to be followed, to abide by the laws, to enforce the law strictly, and to prosecute violations of the law, so that the system of regional national autonomy can be put into practice, and the large-scale development of the western region must be combined with the improvement of the system of regional national autonomy. This is not only an important strategic task to solve the development problem of China in the new century, but also an important measure for our party to solve the national problems in contemporary China, as well as an important step and an effective guarantee for carrying out the Party's national policy. We must combine China's entry into the WTO and the system of regional national autonomy, and only carry out the strategy of "going out" to the outside world.
