完善公民监督公共权力的效能保障机制——以群众监督对接和助推反腐机关组织监督为视角

【摘要】：《中国共产党党内监督条例》在总则中明确规定,要坚持党内监督和人民群众监督相结合的原则。群众监督即公民监督,其本质是公民权利对公共权力的监督。相比组织监督,公民监督具有不可替代的地位和影响。当前,公民监督赖以发力的条件和环境还存在诸多"短板",导致公民监督潜在功效和现实功效之间还有较大差距。加强公民监督相关制度和机制建设,提高公民监督效能,对于助推反腐专责机关组织监督的工作绩效具有十分重要的意义。
[Abstract]:The regulations on Inner-Party Supervision of the Communist Party of China clearly stipulate in the general principles that the principle of combining inner-party supervision with mass supervision should be adhered to. Mass supervision is citizen supervision, which is essentially the supervision of public power by citizens' rights. Citizen supervision has irreplaceable status and influence. There are still many "shortcuts" in the conditions and environment on which citizen supervision depends, which leads to a big gap between the potential and practical efficacy of citizen supervision. Strengthen the construction of relevant systems and mechanisms for citizen supervision, and improve the effectiveness of citizen supervision. It is of great significance to promote the performance of the organization and supervision of the anti-corruption agency.
