海门市共青团参与青少年事务管理问题研究

【摘要】：当前,我国正处在社会经济全面转型关键时期,如何加强社会管理,化解社会矛盾成为亟待解决的问题。青少年群体作为中国经济和社会发展的重要人力资源储备,他们在转型期面临的生存、发展、竞争等压力日益明显,如何管理好相对应的青少年事务越来越受到政府和社会的关注。在此背景下,共青团如何实现职能体系由传统单一模式向包含政治职能、经济职能和社会职能的多元模式转变,面对青少年事务管理工作呈现出的新特点、新问题、新矛盾,在参与青少年事务管理中有所作为,不仅是社会发展的需要,也是共青团职能转变应对挑战的需要。本文以完善海门市共青团参与青少年事务管理工作为目标,主要采用文献研究法、案例分析法和比较研究法等方法,对共青团参与青少年事务管理的背景和意义进行了展示,对相关概念和理论基础进行了界定、梳理、提炼,对海门市共青团当前参与青少年事务管理的实践现状进行了分析,详细剖析了其中存在的问题,即“工作存在盲目性”“服务体系有待完善”“社工队伍发展缓慢”“覆盖范围狭窄”“运行资源匮乏”等五个问题,并分析了导致这些问题的原因,简单归纳为“权责不够明晰”“服务方式陈旧落后”“专业化水平不够”“基层组织设置弱化”“保障机制尚不健全”。最后,在发现问题和剖析原因的基础上,从“明确职能定位”“创新服务方式”“推动社会化运作”“完善基层组织设置”“健全运行机制”等五个方面提出完善青少年事务管理的对策措施、意见建议,为海门市共青团实现自身职能发展、提升青少年事务管理水平提供了新思路。
[Abstract]:At present, our country is in the critical period of the overall transformation of social economy. How to strengthen social management and resolve social contradictions becomes an urgent problem to be solved. As an important human resource reserve for China's economic and social development, youth groups face increasing pressure of survival, development and competition in the transition period. How to manage the corresponding youth affairs is more and more concerned by the government and society. Under this background, how to realize the function system of the Communist Youth League from the traditional single mode to the pluralistic mode including political function, economic function and social function, facing the new characteristics, new problems and new contradictions of the youth affairs management work, It is not only the need of social development, but also the need of changing the function of the Communist Youth League to meet the challenge in participating in the management of youth affairs. In order to improve the youth affairs management of the Communist Youth League in Haimen City, this paper mainly adopts the methods of literature research, case analysis and comparative research to demonstrate the background and significance of the Youth League's participation in the management of youth affairs. The related concepts and theoretical basis are defined, combed, refined, the current situation of Haimen Communist Youth League participating in the management of youth affairs is analyzed, and the existing problems are analyzed in detail. That is, "work exists blindness" and "service system needs to be perfected", "social worker team develops slowly", "coverage is narrow", "operation resource is scarce" and so on, and the causes of these problems are analyzed. It can be concluded simply that "power and responsibility is not clear enough", "service mode is old and backward," "specialized level is not enough", "setting of grass-roots organization is weak" and "guarantee mechanism is not perfect". Finally, on the basis of finding problems and analyzing the causes, From five aspects of "clear function orientation", "innovating service mode", "promoting socialized operation" and "perfecting grass-roots organization setting up" and "perfecting operation mechanism", the paper puts forward some countermeasures and suggestions on how to improve the management of youth affairs. It provides a new idea for Haimen Communist Youth League to realize its own function development and to improve the level of youth affairs management.
