银川市兴庆区共青团参与青少年事务管理研究

【摘要】：银川市兴庆区汉、回等民族分布集中,因各民族生活习惯、宗教信仰存在较大差异,青少年事务管理与其他地方具有共性问题外,还需要统筹兼顾民族、宗教等因素,其管理具有特殊性。本文以银川市兴庆区共青团参与青少年事务管理为研究对象,首先,考述青少年事务和共青团的发展演变,界定了共青团参与青少年管理的目的,即促进青少年成长发展,维护青少年合法权利,防止青少年违法犯罪。其次,通过分析银川市兴庆区共青团参与青少年事务管理现状,总结其在思想引导、就业创业指导、帮扶贫困等方面的成绩,同时查找管理工作中存在盲区、管理考核缺失等问题；分析了社会环境、团干部素质、青少年问题复杂化、“多头管理”等因素都在不同程度上影响、制约着兴庆区共青团参与青少年事务管理的成效。最后,在分析银川市兴庆区实情的基础上,探讨银川市兴庆区共青团的角色定位,反思其运用新媒体技术管理青少年事务中的成绩和不足,借鉴发达地区的经验,研究银川市兴庆区成立青少年事务综合协调机构,拓展青少年服务项目等方面的管理。
[Abstract]:The distribution of Han and Hui ethnic groups in Xingqing District of Yinchuan City is concentrated. Due to the existence of great differences in the living habits and religious beliefs of various ethnic groups, apart from the common problems in the management of youth affairs with other places, it is also necessary to take into account factors such as nationality and religion as a whole. Its management has its particularity. This paper takes the Youth League of Xingqing District of Yinchuan City as the research object. Firstly, the paper discusses the development and evolution of the youth affairs and the Communist Youth League, and defines the purpose of the Youth League to participate in the youth management, that is, to promote the growth and development of young people. To safeguard the legal rights of young people and prevent them from breaking the law and committing crimes. Secondly, by analyzing the current situation of the Communist Youth League participating in the management of youth affairs in Xingqing District of Yinchuan City, summarizing its achievements in the aspects of ideological guidance, employment and entrepreneurship guidance, helping the poor, and finding out the blind spots in the management work at the same time, This paper analyzes the social environment, the quality of league cadres, the complexity of youth issues, and the "multiple management", all of which affect the effectiveness of the participation of the Communist Youth League in Xingqing District in the management of youth affairs to varying degrees. Finally, on the basis of analyzing the actual situation of Xinqing District of Yinchuan City, this paper probes into the role orientation of the Communist Youth League in Xingqing District of Yinchuan City, reflects on its achievements and shortcomings in using new media technology to manage youth affairs, and draws lessons from the experience of developed regions. This paper studies the establishment of comprehensive coordination organization for youth affairs in Xingqing District of Yinchuan City and the development of youth service projects.
