新时期农村基层党组织凝聚力问题研究

【摘要】：党的凝聚力问题是党中央反复强调的关键问题。不断增强其自身凝聚力是中国共产党重视自身建设的一贯主张和重要原则。作为党在农村全部工作的领导核心,农村基层党组织发挥着战斗堡垒的关键作用,肩负着农村全面建成小康社会的伟大历史使命,是提高社会主义新农村建设水平的重要保障和有力支撑。其凝聚力的强弱直接关系到党的执政能力是否得到强有力的发挥,关系到党的执政地位是否稳定长久。新时期,随着改革开放的不断深入,市场经济的不断发展,依法治国方略的不断推进,农村经济结构加速转型升级、农村社会加快由传统向现代转变,这些都对农村基层党组织提出了新的更高要求,农村基层党组织凝聚力建设面临前所未有的挑战。经实地调查发现,在这种新的时代背景下,部分农村的基层党组织凝聚力出现不同程度的弱化,有些地方形势还相当严峻,引起广大群众的强烈不满,严重威胁到党在农村基层的执政认同和执政安全。因此,如何根本解决农村基层党组织凝聚力问题,成为当务之急,如何有效增强农村基层党组织的凝聚力显得十分迫切和必要。在前人研究的成果和基础上,针对新时期农村基层党组织凝聚力出现的新情况、新问题,论文主要从以下几个方面展开论述:引言部分,主要对论文的选题依据,选题意义,国内外关于该选题的研究现状,以及该选题研究的主要内容和可预期的创造性成果进行论述,并对该选题的研究方法和论文写作框架予以说明。正文第一部分,对农村基层党组织凝聚力的一般理论进行科学分析,主要从相关概念的界定,以及增强农村基层党组织凝聚力的重要意义两个方面进行展开论述。正文第二部分,对农村基层党组织凝聚力的现状分析。通过问卷调查等方式,对农村基层党组织凝聚力现状进行深入了解,总结农村基层党组织凝聚力建设取得的成绩以及存在的主要问题。正文第三部分,从政治生态环境、体制机制、个人素质、经济建设等因素出发,对农村基层党组织凝聚力弱化的原因进行深入分析。正文第四部分,提出从构建和谐文明的农村政治生态环境,理顺“村两委”关系,抓好农村基层党员干部队伍建设,引领农村经济建设这四个方面入手,使农村基层党组织更具凝聚力和战斗力。
[Abstract]:The cohesion of the Party is the key issue repeatedly emphasized by the CPC Central Committee. Constantly strengthening its own cohesion is the Communist Party of China attaches importance to its own construction of the consistent view and important principles. As the leading core of all Party work in rural areas, rural grass-roots party organizations play a key role in fighting fortress and shoulder the great historical mission of building a moderately prosperous society in an all-round way in rural areas. It is an important guarantee and strong support to improve the construction level of the new socialist countryside. Its cohesion is directly related to whether the ruling ability of the Party gets strong play and whether the ruling position of the Party is stable and long-term. In the new period, with the deepening of the reform and opening-up, the continuous development of the market economy, the continuous advancement of the strategy of governing the country according to law, the accelerated transformation and upgrading of the rural economic structure, and the acceleration of the transformation of the rural society from tradition to modernity, All of these put forward new and higher requirements for rural grass-roots party organizations, and the construction of cohesion of rural grass-roots party organizations faces unprecedented challenges. Through on-the-spot investigation, it is found that under this new era background, the cohesion of grass-roots party organizations in some rural areas has been weakened to varying degrees, and the situation in some localities is still quite grim, which has aroused strong dissatisfaction among the masses. It seriously threatens the ruling identity and security of the Party at the grass-roots level in rural areas. Therefore, how to solve the cohesion problem of rural grass-roots party organizations becomes urgent, how to effectively enhance the cohesion of rural grass-roots party organizations is very urgent and necessary. In view of the new situation and new problems of the cohesion of the rural grass-roots party organizations in the new period, the thesis mainly discusses the following aspects: introduction, mainly on the basis of the selection of the paper, the significance of the topic selection, and the significance of the topic selection of the rural grass-roots party organizations in the new period. The status quo of the research on this topic at home and abroad, the main contents of the topic and the expected creative achievements are discussed, and the research methods and the writing frame of the thesis are explained. In the first part of the text, the author makes a scientific analysis of the general theory of the cohesion of rural grass-roots party organizations, mainly from the definition of the relevant concepts and the important significance of strengthening the cohesion of the grass-roots party organizations in rural areas. The second part of the text, the current situation analysis of the cohesion of rural grass-roots party organizations. By means of questionnaire investigation, this paper makes an in-depth understanding of the present situation of the cohesion of rural grass-roots party organizations, and sums up the achievements and main problems in the construction of the cohesion of rural grass-roots party organizations. The third part of the text, from the political ecological environment, system and mechanism, personal quality, economic construction and other factors, to the rural grass-roots party organization cohesion weakening reasons for in-depth analysis. In the fourth part of the text, the author puts forward four aspects: constructing a harmonious and civilized rural political ecological environment, straightening out the relationship between the "village and village committees", doing a good job in the construction of the ranks of grass-roots party members and cadres in rural areas, and leading the construction of the rural economy. To make rural grass-roots party organizations more cohesive and combat effectiveness.
