【摘要】：随着基因技术的发展以及人们对健康生活质量的追求,基因工程药物在临床上的适用面越来越广,目前已经形成10大类100多种产品,其产业化发展速度也越来越快。基因工程药物提高了人类对疾病的诊疗水平、变革了人类健康观念、提高了人类认识世界的能力以及促进了社会经济发展。相对于庞大、复杂的基因世界来讲,人们目前在基因及基因工程药物领域获得的认识、技能以及取得的成绩还只是冰山的一角,人类并没有清楚的、完整的认识基因世界,这样人类发展基因技术和基因工程药物的时候就面临着许多潜在的风险和安全性问题。在基因工程药物的研发、生产以及使用中还出现了一些伦理性问题,主要表现在人本层面、生态层面和社会层面,究其原因主要是科技至上观念的影响、经济利益下的功利主义、人类生命健康的客观需求、管理制度的滞后以及信息传播走入误区等方面的原因。在防范和化解基因工程药物安全性问题上要发挥伦理道德的作用,要把握不伤害原则、严格准入原则、有效性原则、知情同意原则、公正原则和保密原则;同时要做到树立以人为本的基因工程药物伦理观、构建完善的基因工程药物法律法规和行为规范、提高基因工程药物安全性检测管理水平以及营造基因工程药物功效的正确氛围等几个方面。
[Abstract]:With the development of gene technology and people's pursuit of healthy quality of life, genetic engineering drugs have become more and more widely used in clinic. At present, more than 100 kinds of products have been formed. Genetic engineering drugs have improved the level of diagnosis and treatment of human diseases and changed the concept of human health. It has improved the ability of human beings to understand the world and promoted social and economic development. Compared with the large and complex genetic world, people have gained the knowledge in the field of gene and genetic engineering drugs. Skills and achievements are only the tip of the iceberg, and humans do not have a clear, complete understanding of the genetic world. In this way, human beings are faced with many potential risks and safety problems in the development of genetic technology and genetic engineering drugs. There are also some ethical problems in the research and development, production and use of genetic engineering drugs. Mainly in the human level, ecological level and social level, the main reasons are the impact of the concept of science and technology supremacy, economic interests under the utilitarianism, the objective needs of human life and health. The reasons of the lag of management system and the misunderstanding of information dissemination should play an ethical role in preventing and resolving the safety of genetic engineering drugs, grasp the principle of no harm and strictly enter the principle. Principle of effectiveness, principle of informed consent, principle of impartiality and principle of confidentiality; At the same time, it is necessary to establish a people-oriented view of genetic engineering medicine ethics, to establish a sound genetic engineering drug laws, regulations and codes of conduct. To improve the safety management level of genetic engineering drugs and to create the correct atmosphere for the efficacy of genetic engineering drugs.
