网络廉政监督的责任伦理探讨

【摘要】：在网络廉政监督中,责任伦理是对监督个体过度自由化、群体非理性化、治理碎片化的网络行为是否承担责任所进行的伦理诉求与追问,内涵监督主体自由性、监督地位平等性、监督目的正义性与监督行为诚信性等四个维度的伦理属性。从这四个维度进行考察,网络廉政监督主要存在网民监督自由性与网民人身非安全性、监督平等性与信息享有不平等性、监督目的正义性与监督手段非正义性、对不诚信行为进行监督与监督者行为不诚信等伦理困境。加强网络廉政监督需要从自由、平等、正义、诚信等四个维度倡导责任伦理精神,构建保护网民安全、消除信息鸿沟、保障人格权利、追究失信责任的长效机制。
[Abstract]:In the supervision of a clean and honest network, the ethics of responsibility is the ethical appeal and question of whether the supervision individual is excessively liberalized, the group is irrational, and the network behavior of governance is fragmented, whether or not it bears the responsibility, and the connotation of the supervision subject is the freedom of the subject. The ethical attributes of the four dimensions of the equality of supervision status, the justice of supervision purpose and the integrity of supervision behavior. From these four dimensions, it is found that there are three main aspects in the supervision of a clean and honest network, namely, the freedom and the non-safety of Internet users, the equality of supervision and the inequality of information, the justice of the purpose of supervision and the injustice of the means of supervision. Supervision of dishonesty and dishonesty of supervisors and other ethical dilemmas. To strengthen the supervision of a clean and honest network, we should advocate the spirit of responsibility and ethics from the four dimensions of freedom, equality, justice and good faith, construct a long-term mechanism to protect the safety of Internet users, eliminate the information gap, safeguard the right of personality, and investigate the responsibility of dishonesty.
