福利社会卫生资源优先配置的伦理标准探析

【摘要】：政府对卫生领域的优先次序资助有助于将有限资源投向"靶点",并实现政策效能和社会卫生福利最大化,在这一过程中明确的优先决策标准是福利社会公共财政资助的关键依据。为适应中国新医改资源的利用优化,通过梳理多国优先分配的伦理思想源泉及其决策价值观,进一步理清卫生资源配置伦理标准的优先分配规则的形成机制,除了涵盖较为经典的平等主义、自由主义、功利主义、分配正义等思想,也应融入东亚文化的社群主义和中国哲学观下的德性伦理。
[Abstract]:Government priority funding in the area of health helps to target limited resources and maximizes policy effectiveness and social health benefits, In this process, the clear criteria of priority decision are the key basis for public financial support of welfare society. In order to adapt to the optimization of the utilization of the new medical reform resources in China, the formation mechanism of the priority allocation rules of the ethical standard of the allocation of health resources was further clarified by combing the source of ethical ideas and the decision-making values of the priority allocation in many countries. Besides the classical ideas of egalitarianism, liberalism, utilitarianism, distributive justice and so on, we should also incorporate the communitarianism of East Asian culture and the ethics of virtue under the Chinese philosophy.
