中国城镇化之路的伦理思考

【摘要】：改革开放以来,中国城镇化快速发展,目前我国常住人口城镇化率为57%,户籍人口城镇化率为41%,中国社会关系、城乡二元结构发生了巨大的转变。城镇化的本质是农民工的市民化,但传统粗放型的城镇化是土地的城镇化而不是人的城镇化,存在着“以物为本”而不是“以人为本”、有违社会转型正义和不可持续等严重伦理问题,而伦理学界对城镇化这一中国社会的重大变迁也缺乏应有的关注和深入思考。城镇化是现代化必由之路,国家提出了新型城镇化概念和战略,通过了新型城镇化发展纲要。在此纲要实施过程中,整个政府、社会和学术界都应该充分记取传统粗放型城镇化的经验教训,汲取西方主要发达国家城镇化的有益经验和拉美等发展中国家城镇化过程的教训,充分认识和把握城镇化过程的合规律性与合目的性的统一,按照以人为本、以人民为中心的伦理原则,认识和阐发“绿色”、共享、协调发展理念所蕴涵的伦理意蕴并使之成为引导、规范新型城镇化实践的伦理理念,极力发挥伦理原则、伦理理念的伦理力量。我国城镇化进程中政府一直在发挥着主导的作用,因此要规范政府的主体行为和权力边界,政府要不断提升公共服务能力,为“以人为本”的新型城镇化建设担当自律、公正、尽职的伦理责任,使新型城镇成为生产发展生活富裕生态良好的伦理共同体和良好的公共生产生活生态空间,探索出一条有益于人类文明发展的中国特色城镇化之路。
[Abstract]:Since the reform and opening up, China's urbanization has developed rapidly. At present, the urbanization rate of resident population is 57, the urbanization rate of household registration population is 41, and the dual structure of Chinese social relations and urban and rural areas has undergone tremendous changes. The essence of urbanization is the urbanization of migrant workers, but the traditional extensive urbanization is the urbanization of land rather than the urbanization of people, and there exists "material-oriented" rather than "people-oriented". There are serious ethical problems, such as social transformation, justice and unsustainable. However, the ethical circle lacks due attention and deep thinking to urbanization, which is a major change of Chinese society. Urbanization is the only way to modernization. The state put forward the concept and strategy of new urbanization and adopted the outline of development of new urbanization. In the process of implementing this outline, the entire government, society and academia should fully bear in mind the experience and lessons of traditional extensive urbanization. Learning from the beneficial experience of urbanization in the major developed countries in the West and the lessons learned from the urbanization process in Latin America and other developing countries, fully understanding and grasping the unity of the regularity and purpose of the urbanization process, and following the people-oriented approach, The ethical principles centered on the people should recognize and elucidate the "green", share and coordinate the ethical implication contained in the concept of development and make it a guide, standardize the ethical ideas of the new type of urbanization practice, and exert the ethical principles to the best of their ability. The ethical power of ethical ideas. The government has been playing a leading role in the process of urbanization in China. Therefore, in order to standardize the main body behavior and the power boundary of the government, the government should constantly enhance the public service capacity and take on self-discipline and justice for the new urbanization construction of "people-oriented". Due to its ethical responsibility, the new town becomes an ethical community of production, development, life, prosperity and ecology, and a good ecological space of public production and life, and explores a road of urbanization with Chinese characteristics which is beneficial to the development of human civilization.
