中国户籍制度改革问题探析

【摘要】： 户籍制度作为一项基本社会管理制度是大家再熟悉不过的。它与我们的生活密切相关,影响着每一个人。而我们却很少能对它施加影响,以至于很长时间以来我们只能视其为想当然的默默地接受。但是随着改革开放的不断深入,社会主义市场经济体制的逐步确立,人口流动性急剧加强、民工潮愈演愈烈,户籍制度改革已成为人们关注的热点。与此相适应,学者们对户籍制度改革的探讨也不断的见诸文献资料之中。但是这些探讨大多支离破碎,本文作者将以此为基础,对户籍制度改革问题做了系统的研究。 本文介绍了中国户籍制度的概况,给出了户籍制度的基本概念和户籍制度的发展历程。对现行户籍制度存在的问题进行了分析,明确了中国户籍制度改革的目标。本文在介绍了户籍制度基本概况的基础上,提出了当前户籍制度存在的四大弊端。随着社会的发展,户籍制度改革的呼声越来越高,但改革也存在着重重的障碍,本文作者总结了五个方面的障碍,最后提出了户籍制度改革的思路和对策。由于我国的国情决定了户籍制度改革不能搞“一刀切”。在中国这样一个经济发展不平衡的大国,要实行一个全国统一的户籍制度改革方案,要走的路还很长,应该是一个渐进的过程。
[Abstract]:Household registration system as a basic social management system is familiar to everyone. It is closely related to our lives and affects everyone. And we rarely influence it so much that for a long time we could only take it for granted and accept it in silence. However, with the deepening of reform and opening up, the gradual establishment of the socialist market economy system, the rapid strengthening of population mobility, the growing tide of civil workers, the reform of the household registration system has become a hot spot of people's attention. In accordance with this, scholars on the reform of the household registration system are constantly seen in the literature. However, most of these discussions are fragmented. Based on this, the author makes a systematic study on the reform of the household registration system. This paper introduces the general situation of the household registration system in China, and gives the basic concept of the household registration system and the development course of the household registration system. This paper analyzes the problems existing in the current household registration system, and clarifies the goal of the reform of the household registration system in China. Based on the introduction of the basic situation of the household registration system, this paper puts forward four drawbacks of the current household registration system. With the development of society, the voice of the household registration system reform is higher and higher, but there are many obstacles in the reform. The author summarizes the five obstacles, and finally puts forward the ideas and countermeasures of the household registration system reform. Because our country's national condition decided that the household registration system reform cannot carry on "one size fits all". In such a large country with unbalanced economic development, there is still a long way to go to implement a unified nationwide reform of the household registration system, which should be a gradual process.
