【摘要】：欧债危机以来,德国在欧盟的领导地位突显。以2016年版《德国国防白皮书》的发表为标志,德国将推行更积极的外交政策,在国际安全事务中发挥大国作用。德国安全战略的指导理念是"来自中间的领导",即从中等实力地位和欧洲中心的地缘位置出发,通过合作的方式发挥影响力。然而德国外交在实力和地缘上的双重困境制约了其大国作用的发挥,鉴于目前欧洲陷入多重危机,"特朗普冲击"引发欧美关系和美俄关系新一轮调整,在此背景下,德国是否能够如愿带领欧盟走出危机具有很大的不确定性。
[Abstract]:Since the European debt crisis, Germany's leadership in the European Union has been highlighted. With the publication of the 2016 edition of the White Paper on German Defense, Germany will pursue a more active foreign policy. The guiding principle of Germany's security strategy is "leadership from the middle", which is based on the position of medium power and the geographical position of the European center. Exerting influence through cooperation. However, the dual dilemma of German diplomacy in terms of strength and geography has restricted its role as a major power. Given the number of crises in Europe, and the "Trump shock" that has triggered a new round of adjustment in relations between the US and the United States, there is much uncertainty about whether Germany will be able to lead the EU out of the crisis as it wishes.
