【摘要】：根据“透明国际”组织发布的《2016全球清廉指数》报告显示,新加坡位列第七,是全球十大清廉国家中唯一的亚洲国家。新加坡是个十分有趣的国家,它处于中西文化交汇的马六甲海峡,百分之八十的人口都是华人,作为前英国殖民地,它既受传统中华文化价值观的影响,又受到西方文化的侵蚀。新加坡国土面积相当于北京海淀区的1.5倍,人口数量大约是北京丰台区的常住人口,但新加坡在过去几十年里却创造了令全世界瞩目的政治、经济和社会发展奇迹。新加坡拒绝西方教科书式的民主模式,发展出了一套独特的政治、经济和社会管理体制。新加坡政府的触角涉及社会和经济的方方面面,为民众提供了世界级优质住房、教育和医疗服务,连续10多年都被评为世界最清廉的国家。它虽然只是地图上不起眼的“小红点”,但却在向全世界输出自己的“新加坡经验”。文章着重论述了新加坡廉政建设的整体运行机制及其对我国反腐倡廉工作的启示。新加坡的反腐策略已形成整体合力,从威权政治、独立的贪污调查局、完备的公务员制度、高度法治化建设到深入的廉政文化等环节,层层相扣,互相作用,在新加坡独特的政治、经济和社会环境下,发挥着巨大作用。简而言之,完备而严密地反腐败法律体系和独立的贪污调查局是廉政建设的体制基石,完善而严格的公务员制度是廉政建设的推动因素,强有力的威权政治是廉政建设的政治前提,而深入的廉政文化既是反腐的社会效果,也是促进廉政建设持久运转的重要力量。本文在总结新加坡廉政建设成功经验的同时,也客观分析了新加坡模式所面临的挑战,随着内外部政治、经济和社会力量的变化和发展,都对新加坡反腐模式的有效性和持续性构成了挑战。在参考和借鉴新加坡经验的同时,我们也应意识到新加坡模式具有独特性,是特定环境下形成的产物,并不是一味的效仿、照搬照抄就能取得同样的成绩,必须结合本国国情和实际情况。对于我国反腐倡廉工作而言,新加坡模式中的几大要素:领导人强烈的肃贪意志、独立的反腐机构、高度法治化建设、深入持久的廉政文化建设等都可以为我国借鉴和吸收。新加坡模式对当今我国最具有实际意义的借鉴价值在于相似制度背景下的成功经验,由于两国在政治体制、社会文化、经济发展方式上有诸多相似之处,新加坡被证明行之有效的措施,对于我国反腐倡廉工作具有现实的指导意义,我们应在不断地探索和尝试中,总结出真正适合我国的反腐战略和政策。
[Abstract]:According to Transparency International Organization released <2016 global corruption index > report, Singapore ranked seventh, is the only Asian countries in the world's ten largest clean countries. Singapore is a very interesting country, it is in Chinese and Western cultures in the Malacca Strait, eighty percent of the population are ethnic Chinese, as a former British colony, it is the influence of the traditional Chinese cultural values, and the erosion of western culture. 1.5 times of Singapore's land area equivalent to the Beijing Haidian District, the population is about Beijing resident population of Fengtai District, but Singapore in the past few decades has created a remarkable political, economic and social development miracle. Singapore refused Western textbook model of democracy, developed a unique political, economic and social management system. This article mainly discusses the overall operation mechanism of Singapore the construction and Its Enlightenment to China's anti-corruption work. Singapore's anti-corruption strategy has been the formation of the overall force, from authoritarian politics, independent CPIB, comprehensive civil service system, the construction of rule of law to the height of honest culture etc. deeply, after we interact with each other in Singapore, the unique political, economic and the social environment, play a huge role. In short, complete and rigorous anti-corruption legal system and independent CPIB system is the cornerstone of honest construction, perfect and strict system of civil servants is The construction of the driving factors, strong authoritarian politics is a political prerequisite for the construction of a clean and honest culture, in-depth anti-corruption is social effect, is an important force for promoting the construction of lasting operation. Based on the summary of the construction experience of Singapore's success at the same time, it objectively analyzes the challenges faced by the Singapore model, with internal and external politics, the change and development of economic and social forces, both the effectiveness and sustainability of anti-corruption Singapore model poses a challenge. In reference to the experience of Singapore at the same time, we should also be aware of the Singapore model has unique characteristics, is formed under the specific environment, and not blindly follow, copy can be achieved the same results, must be combined with national conditions and the actual situation.
