上海市“镇管社区”模式演变探究及优化思考

【摘要】：我国城镇化进程的加快无疑对政府处理公共事务、供给公共服务的能力提出了挑战,而城市尤其是基层治理的稳定和发展不仅是国家稳定发展的重要基础,也是处理社会矛盾、整合公民资源的重要平台。党的十八届三中全会指出要完善城镇化健康发展体制,在创新社会治理中不断改进社会治理方式,激发社会组织活力,处理好政府与社会、市场之间的关系。“镇管社区”的提出、实践和探索是在上海市部分区域开放、开发的大背景下产生的,是上海市积极调整适应快速城市化、理顺大区域管理关系、回应大规模人口导入和集中居住的服务需求而对基层管理体制进行的一种创新。在文章结构方面,本文首先对“镇管社区”以及与其分析有关的模式、组织与制度进行了概念辨析;其次,由制度变迁理论中的制度-行为关系和公共服务理论建立分析“镇管社区”模式发展的框架;再次,通过对上海市S镇与Z镇的调研资料的对比与分析从而试图发现“镇管社区”运行的内涵;最后,提出了下一步“镇管社区”发展的梗阻机制、优化思考以及其对“城镇化”的启示。在文章结论方面,首先,笔者在调研后有两点基本认知:(1)“镇管社区”的实践具有区域特色,比较符合区域发展的实际;(2)“镇管社区”的实践体现出两个方面的内涵,即治理逻辑与行政逻辑,并且在区域实践中程度有所差异。其次,在S镇与Z镇的“镇管社区”实践中均存在有不同程度的梗阻:(1)既有的制度约束下治理主体非预期行为的产生;(2)公共服务供求关系整合中的错位;(3)财政支出是“镇管社区”的软肋;(4)绩效管理在政策目标、绩效指标与政策执行方面难以有效落实。再次,本文通过调研资料的综合整理与分析,提出了优化“镇管社区”建设的思考:(1)基层社会治理环境变迁下的制度改革、行为调整与政府职能的适应性变革;(2)推动公共服务供求分类整合与供求方式变革;(3)优化“镇管社区”财政的收支结构,建立制度化的项目式运作机制;(4)优化绩效管理中绩效指标设置,并以此引导政策目标与政策执行的统筹。最后,本文以上海市城镇化中“镇管社区”的治理模式为基础,认为我国城镇化进程可以考虑建设过渡型治理结构,从而在一定程度上缓解我国城镇化进程中出现的不和谐现象。
[Abstract]:The acceleration of urbanization in China has undoubtedly challenged the government's ability to handle public affairs and provide public services. The stability and development of urban governance, especially at the grass-roots level, is not only an important basis for the stable development of the country, but also a solution to social contradictions. It is the positive adjustment and adaptation of Shanghai to the rapid urbanization and the rationalization of the regional management relations. An innovation in the grass-roots management system in response to the demand for services for large-scale population introduction and concentration. In terms of the structure of the article, this paper first deals with the "town management community" and the models associated with its analysis. Secondly, from the institutional change theory of institutional-behavioral relations and public service theory to establish an analysis of the "town management community" model development framework; third, By comparing and analyzing the investigation data of S town and Z town in Shanghai, the author tries to find out the connotation of the operation of "town management community", and finally, puts forward the obstruction mechanism of the development of "town management community" in the next step. In the conclusion of the article, first of all, after the investigation, the author has two basic cognition: 1) the practice of "managing the community in the town" has regional characteristics. To establish an institutionalized project-based operation mechanism, to optimize the performance index setting in performance management, and to guide the overall planning of policy objectives and policy implementation. Finally, this article is based on the governance model of "town management community" in the urbanization of Shanghai. It is suggested that the construction of transitional governance structure can be considered in the process of urbanization in China, so as to alleviate the disharmony in the process of urbanization in China to a certain extent.
