“小财政”托起“大民生”——对乌兰察布市农村牧区互助养老的调查与思考

【摘要】：随着国家工业化、城镇化和教育事业的快速发展,加之农村牧区青壮年大量离乡打工,青少年外出求学不愿再回,老人留守在家的现象十分普遍,农村牧区"空心化"、"老龄化"、"空巢化"、养老资金不足等问题日益突出。内蒙古自治区乌兰察布市通过积极创新财政资金使用机制,用"有限财政"托举起农村养老这一"大民生",为破解农村牧区养老难题探索出一条有效途径。
[Abstract]:With the country's industrialization, urbanization and the rapid development of education, and a large number of migrant workers in rural pastoral areas, young people go out to study and do not want to return, the elderly stay at home is very common. The problems of "hollow" in rural pastoral areas, "aging", "empty nest", and lack of funds for the aged are becoming more and more outstanding. The Inner Mongolia Autonomous Region Holland By actively innovating the use mechanism of financial funds, the city uses "limited finance" to raise the "great people's livelihood" in rural areas, so as to explore an effective way to solve the problem of pension in rural pastoral areas.
