城市社区养老服务投入整合机制研究

【摘要】：我国人口老龄化的程度越来越严重,老年人的养老问题已经成为社会关注的热点。我国传统家庭养老功能逐渐在弱化,机构养老缺陷亦愈来愈多,在此背景情况下更能满足养老需求的社区养老服务模式就诞生了。然而,从社区养老服务模式实施过程与地区差异性来看,城市社区养老服务投入问题尤为突出;在城市社区养老资源投入方面,老龄化进程加速与养老资源稀缺,两者间的矛盾不断加剧,使得我国城市社区养老服务投入机制面临巨大的压力;在城市社区养老服务投入机制方面,存在着现有整合机制资源投入整合利用不力、资金不足、理论缺乏整合性、机制主体规制不清等问题,使得城市社区养老服务投入机制陷入困境,使得社区养老发展不前。在此背景下,为了解决城市社区养老服务投入机制面临的困境,健全城市社区养老服务投入机制,满足城市社区老年人日益增长的多元化养老需求,本文提出构建城市社区养老服务投入整合机制。本文旨在对城市社区养老服务投入机制的现状与问题进行深入分析,进而找出城市社区养老服务投入机制存在理论缺乏整合性,资金不足,投入资源互补协作不良、效益不优,主体间权责利规制不清等方面的问题。其次,在存在问题分析基础上,结合社会福利多元化理论、投资理论、整合理论,提出构建城市社区养老投入整合机制的设想。最后,对此机制的设计机理、设计规制与实现分别进行了合理性、科学性和可行性分析,以验证城市社区养老投入整合机制的必要性与优势。
[Abstract]:The aging of population in China is becoming more and more serious. In our country, the traditional family pension function is weakening gradually, and the institutional pension defects are becoming more and more. In this context, the community old-age service model which can better meet the needs of the aged is born. However, from the perspective of the implementation process and regional difference of community old-age service model, the problem of urban community pension service investment is particularly prominent; in the urban community pension resources investment, the aging process accelerates and the pension resources are scarce. The contradiction between the two is becoming more and more serious, which makes the investment mechanism of urban community old-age service facing great pressure. In the aspect of urban community pension service investment mechanism, there is a lack of integration and utilization of the existing integration mechanism resources and insufficient funds. The lack of integration of the theory and the unclear regulation of the main body of the mechanism make the investment mechanism of the urban community old-age service fall into a dilemma and make the development of the community old-age care not forward. In this context, in order to solve the plight of the urban community pension service investment mechanism, improve the urban community pension service investment mechanism, to meet the increasing diversity of urban community elderly pension needs, This paper puts forward the construction of urban community pension service investment integration mechanism. The purpose of this paper is to deeply analyze the present situation and problems of the urban community pension service investment mechanism, and then find out that the urban community pension service investment mechanism lacks the integration of the theory, the lack of funds, the poor complementary cooperation of the input resources, and the unfavorable benefit. There are some problems such as unclear regulation of rights, responsibilities, interests and so on. Secondly, on the basis of the analysis of existing problems, combining the theory of social welfare diversification, investment theory and integration theory, this paper puts forward the idea of constructing the integration mechanism of urban community pension investment. Finally, the design mechanism, design regulation and realization of this mechanism are analyzed in rationality, science and feasibility to verify the necessity and advantages of the integration mechanism of urban community pension investment.
