欧债危机解决中德法立场分歧与一致的动因研究

【摘要】：欧债危机爆发以来,德国与法国在关于债务危机解决以及欧盟建设问题上显示出了众多的分歧;同时,德法两国之间也通过协商达成诸多共识。本文试图通过经济、政治两方面的分析,寻找德法两国在欧债期间针对欧盟经济事务以及债务危机解决方面的决策的背后动因,从而为德法关系以及欧盟决策研究提供一些参考。通过分析德法两国互动的影响因素,我们得出,欧债危机不仅仅涉及到经济金融问题,更涉及到政治立场以及政治利益的问题。实际上,无论是对于德国还是法国,欧债危机对于经济金融方面产生的影响都存在两面性。这种经济各方面影响的异质性导致了代表德国以及法国的协商者们都更多地根据政治利益来决定决策立场以及协商策略。因此,经济原因在两国互动中是协商的必要不充分条件。在欧债危机解决的过程中,影响作用更大的是政治方面的因素,其中包括两国经济政策体制的影响、两国政体以及相应的领导人的政治目标、德法的欧洲及国际的战略问题、以及协商机制和协商策略等诸多方面。
[Abstract]:Since the outbreak of the European debt crisis, Germany and France have shown numerous differences over the resolution of the debt crisis and the construction of the European Union, and the two countries have reached consensus through negotiations. Through the analysis of economy and politics, this paper tries to find out the reasons behind the decisions of Germany and France on EU economic affairs and debt crisis resolution during the European debt period. So as to provide some reference for the study of German-French relations and EU decision-making. By analyzing the factors influencing the interaction between Germany and France, we draw a conclusion that the European debt crisis involves not only economic and financial issues, but also political positions and interests. Indeed, for both Germany and France, Europe's debt crisis has two sides to its economic and financial impact. This heterogeneity of economic influences has led negotiators representing both Germany and France to decide their decision-making positions and negotiation strategies more on the basis of their political interests. Therefore, economic reasons are necessary and insufficient conditions for negotiation in the interaction between the two countries. In the process of resolving the European debt crisis, political factors have played a more important role, including the influence of the economic policy system of the two countries, the political objectives of the two countries' polity and their corresponding leaders, and the strategic problems of Germany and France in Europe and the world. And negotiation mechanism and negotiation strategy and so on many aspects.
