【摘要】：城市社区网格化管理是指城市在管理的过程中,将原有的社区按照一定的原则重新进行划分,将社区管理纳入到更具体的空间地域范畴中,在空间维度上对管理进行划分和整合,一个社区形成多个“网格”,然后在一个个“网格”内组建以网格员为主体的服务团队,依托计算机信息技术,实现对社区所有事务主动介入、快速反应、高效处理的一种社区治理模式,是社区管理理论在方法论意义上的拓展和创新。城市社区网格化管理具有几个鲜明的特点:实现了条块结合。在保留原有职能管理体系的基础上,加强各职能部门的横向联系,互融互通,使一个区域内的各职能部门整合在网格内统一行使。实现了资源共享。格化结构中各职能部门的资源应与其他部门共享流程、数据享、服务端口,减少了各部门重复建设的消耗,提高了管理和服务的效率。实现了流程重组。将涉及到的服务需经多部门进行处理、走流程的,有机整合到一个流程,让群众办事更加方便快捷。随着随着经济社会的迅猛发展和不断变化,城市网格化管理实际运行过程中出现了新的困惑和问题,如网格划分不科学、责任落实不到位、考核办法不合理、实际成效不明显等等。要使社区网格化管理更加顺畅、高效运行,充分发挥应有作用,需要在实践中不断创新、不断完善、不断改进。本文在系统归纳蒸湘区网格化管理工作的有益探索和成功经验的基础上,结合国内外网格化管理的相关理论知识,分析在有限政府、服务政府框架下城市社区网格化管理的现状、发展中面临的问题以及出现这些问题的原因,为加强与创新基层政府社会管理特别是网格化管理工作提出具有针对性的政策建议。本文的研究对城市社区网格化管理改革与创新工作具有一定的指导意义与实践意义,同时对国内的相关研究也具有一定的借鉴意义。
[Abstract]:Urban community grid management refers to the city in the process of management, the original community according to a certain principle of re division, the community management into a more specific space area category, in the spatial dimension of the management of the division and integration, a community forms a number of "grid", and then in a "grid" group The service team, which is based on the gridman as the main body, relies on the computer information technology to achieve a community governance model which is actively involved in all the affairs of the community, reacts quickly and efficiently. It is the development and innovation of the theory of community management in the methodological sense. The grid management of urban communities has several distinct characteristics: the realization of the combination of the strip. On the basis of retaining the original function management system, we should strengthen the horizontal connection and interoperability of various functional departments, make the functional departments of one area integrate in the grid and realize the sharing of resources. The resources of the functional departments in the lattice should share the process with the other departments, the data share and the service port, which reduce the weight of each department. The consumption of complex construction improves the efficiency of management and service. It realizes the process reengineering. The services involved need to be dealt with by many departments, and the process is integrated into a process to make the masses more convenient and quick. With the rapid development and continuous change of the economy and society, the actual operation process of the urban grid management is in the process. There are new puzzles and problems, such as unscientific grid division, inadequate implementation of responsibility, unreasonable assessment methods, no obvious effect, and so on. In order to make the community grid management more smooth, efficient and fully play its due role, it needs to be innovating continuously in practice, without interruption and improvement. On the basis of beneficial exploration and successful experience of management, combined with the relevant theoretical knowledge of grid management at home and abroad, the present situation of Urban Community Grid Management under the framework of limited government and service government is analyzed, the problems faced in the development and the reasons for the emergence of these problems are discussed, in order to strengthen and innovate the social management of the grass-roots government, especially the network. In this paper, the research on grid management has a certain guiding significance and practical significance for the reform and innovation of urban community grid management, and also has certain reference significance for domestic related research.
