石景山区社区居家养老问题研究

【摘要】：北京市石景山区社会已然进入老龄化社会,伴随着老龄化而来的,还有高龄化、空巢化、失能化的特点,当前以及下一代人的养老已经成为一个难题,并且是需要社会共同解决的难题。在各种养老方式中,家庭养老是老人们最希望的一种养老方式,但诸多原因造成很多老人不能够居家养老;另一方面,机构养老虽然是专业的养老保障方式,但是机构养老的供给资源又不足以解决难题。本文主要采用问卷调查结果分析、普查数据分析、文献研究等研究方法,坚持定性分析和定量分析相结合,对石景山区的人口老龄化现状进行分析、描述,并通过对机构养老、家庭养老、社区养老三种方式进行比较研究,重点对社区养老模式的可行性和优势进行分析研判,提出加强社区养老服务体系建设应对老龄化的对策建议。同时,对社区居家养老服务在发展与完善过程中暴露出的一些问题进行分析,并提出对策建议。旨在通过全面推广社区养老模式,形成对居家养老、机构养老模式的有益补充,积极、主动、科学应对人口老龄化挑战,满足老年人日益增长的养老保障和养老需求,促进区域经济社会全面、协调、可持续发展。
[Abstract]:The society in Shijingshan District of Beijing has already entered an aging society. With the aging process, there are also the characteristics of aging, empty-nesting and incapacitation. At present and the next generation, the old-age support has become a difficult problem. And it is the difficult problem that needs the society to solve together. Among the various ways of providing for the aged, family support is always one of the most desirable forms of old-age support for the elderly. However, for many reasons, many elderly people are unable to live at home for the aged. On the other hand, although institutional old-age care is a professional way of providing for the aged, But the institutional endowment supply resources are not enough to solve the problem. This article mainly uses the questionnaire survey result analysis, the census data analysis, the literature research and so on research method, insists the qualitative analysis and the quantitative analysis unifies, carries on the analysis, the description to the Shijingshan area population aging present situation, and through to the organization old-age support, This paper makes a comparative study of the three ways of family pension and community old-age care, focuses on the feasibility and advantages of community old-age care model, and puts forward some countermeasures and suggestions to strengthen the construction of community pension service system to cope with the aging. At the same time, some problems exposed in the process of development and perfection of community home pension service are analyzed, and countermeasures and suggestions are put forward. The purpose of this paper is to promote the community old-age support model in an all-round way, to form a beneficial supplement to the old-age care model at home and the institutional old-age care model, to actively, actively and scientifically respond to the challenge of aging of the population, and to meet the increasing old-age security and old-age needs of the elderly. To promote regional economic and social comprehensive, coordinated, and sustainable development.
