精英决策视角下安倍政府南海政策研究

【摘要】：作为亚太地区重要的大国和美国的盟国,日本从20世纪90年代开始逐步介入南海问题,是继美国之后又一强力干预南海问题的域外大国,其南海政策对南海地区局势产生了重要影响。自民党在2012年底重掌日本政权后,作为日本政治精英和右翼势力双重代表的首相安倍晋三在日本的对华决策中注入了强烈的个人意志,尤其体现在对华关系密切的南海问题上。安倍个人及其内阁同僚以美日同盟为基石,经济手段和外交手段并重,积极拉拢印澳和东盟国家,利用各种渠道推动南海问题多边化和国际化,确保日本在南海问题上能够获取更多的外交筹码和国家利益。鉴于安倍个人在日本外交决策中凸显的巨大作用,本研究试图理清日本政治精英和外交决策之间的联系,将政治学中的政治精英论和外交学中的外交决策论相结合,归纳出新的研究视角—精英决策,并以此作为本文的理论支撑,总结出日本政治精英是如何影响其外交决策的,进而分析安倍个人及其内阁是如何制定并影响本国的南海政策的。通过以上分析一方面可以为目前持续恶化的中日关系找出归因,另一方面也能够更好的把握日本的南海政策并对其未来走向做出战略预判和有效应对,为维护我国的南海主权利益及国家的和平发展创造良好的周边环境。
[Abstract]:As an important power in the Asia-Pacific region and an ally of the United States, Japan has been gradually involved in the South China Sea issue since the 1990s. The South China Sea policy has an important impact on the situation in the South China Sea. After the Liberal Democratic Party regained control of Japan at the end of 2012, Prime Minister Shinzo Abe, a dual representative of Japan's political elite and right-wing forces, injected a strong personal will into Japan's decision on China, especially on the South China Sea issue, which has close ties with China. Taking the US-Japan alliance as the cornerstone and attaching equal importance to economic and diplomatic means, Abe and his cabinet colleagues actively wooed India, Australia, and ASEAN countries to use various channels to promote the multilateralism and internationalization of the South China Sea issue. To ensure that Japan can gain more diplomatic leverage and national interests in the South China Sea. In view of the prominent role of Abe in Japan's diplomatic decision-making, this study attempts to clarify the relationship between Japan's political elite and diplomatic decision-making, and combines political elitist theory in political science with diplomatic decision-making theory in diplomacy. This paper sums up a new perspective of research-elite decision making, which is used as the theoretical support of this paper, and summarizes how the Japanese political elite influences its diplomatic decision-making. Then it analyzes how Abe and his cabinet make and influence their South China Sea policy. Through the above analysis, on the one hand, we can find out the attribution for the deteriorating Sino-Japanese relations, on the other hand, we can better grasp Japan's South China Sea policy and make a strategic prediction and effective response to its future direction. To safeguard China's sovereign interests in the South China Sea and the peaceful development of the country to create a good surrounding environment.
