新时期民主生活会建设研究

【摘要】：十八大以来,党中央在全国自上而下开展党的群众路线教育实践活动,在教育实践活动中,高度重视民主生活会制度。民主生活会是党的一项以参会的成员之间交流思想、开展批评和自我批评为主要形式的重要制度,是伴随着党内民主生活的扩大和党内民主观念的提升而逐步确立并不断发展完善起来的。民主生活会制度经历了从初步形成到健全、规范的历史沿革,对增强党的凝聚力,提高党的执政能力,巩固党的执政地位具有重大意义。作为我们党在党内生活中的重要执政创新,民主生活会制度是在长期的革命、建设和改革的实践中逐步形成的。新时期,民主生活会在群众路线教育实践活动中有了许多探索和创新,中央政治局常委亲自全程参加先后两批群众路线教育活动中各自联系地区的民主生活会,并且通过媒体公开报道。研究民主生活会,分析和考察其基本内涵和历史演进,探究其功能和运行形态,针对其当前存在的问题提出完善的对策思路,这对于丰富和发展民主生活会制度具有重要的作用。论文在坚持马克思主义基本立场、观点和方法的基础上,对民主生活会制度进行探究。民主生活会在运行过程中呈现出多样的运行形态,不同的运行形态具有不同的特点。传统型民主生活会主要以党内民主建设为重点；开放型民主生活拓展了民主功能的范围,党内民主得到发展的同时,党际民主和以协商为主的社会民主也得到一定程度的推动；复合型民主生活会以功能复合为主要特点,把党在不同阶段的主要任务与会议的主题紧密联系；垂直指导型民主生活会以中央政治局成员直接参与为特点,具有更强的权威性、标杆性。不同运行形态的民主生活会相互之间并不是完全割裂的,而是一个动态的相互交叉的有机整体。论文通过对民主生活会在实践中发挥的作用和若干典型案例的考察和分析,指出民主生活会具有民主建设和政治教育的两大功能。民主建设功能包括党内民主、党际民主和社会民主三个主要方面,政治教育功能包括构建政治教育的警示、自律和他律机制三个主要方面,两大功能是相互联系的整体。同时,论文指出了当前民主生活会存在的问题,辩证分析了问题产生的深层次原因,并且提出了完善民主生活会的总体思路和具体对策。对民主生活会建设问题的研究,全面、客观的分析民主生活会,目的是为了完善和健全民主生活会,使其在党的建设进程中发挥出更有效的作用。
[Abstract]:Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee has carried out the Party's mass line educational practice from top to bottom in the whole country, and attached great importance to the democratic life association system in the educational practice. Democratic life is an important system of the Party, which takes the exchange of ideas among the members participating in the meeting and carries out criticism and self-criticism as the main form. It is gradually established and constantly developed and perfected with the expansion of inner-party democratic life and the promotion of inner-party democratic concept. The democratic life association system has experienced a historical evolution from initial formation to perfection and standardization, which is of great significance to strengthen the cohesion of the party, improve the ruling ability of the party and consolidate the ruling position of the party. As an important ruling innovation of our party in the inner-party life, the democratic life association system is gradually formed in the practice of long-term revolution, construction and reform. In the new period, the Democratic Life Association has made many explorations and innovations in the practice of mass line education. The members of the standing Committee of the political Bureau of the CPC Central Committee personally participated in the democratic life meetings in each of the two groups of mass line education activities, and reported them publicly through the media. To study the democratic life society, to analyze and investigate its basic connotation and historical evolution, to explore its function and operation form, and to put forward perfect countermeasures in view of its existing problems, which plays an important role in enriching and developing the democratic life society system. On the basis of adhering to the basic position, viewpoint and method of Marxism, this paper probes into the democratic life society system. The democratic life will show a variety of operation forms in the process of operation, and different operation forms will have different characteristics. The traditional democratic life will mainly focus on the construction of inner-party democracy, the open democratic life has expanded the scope of democratic function, while inner-party democracy has been developed, inter-party democracy and social democracy based on consultation have also been promoted to a certain extent, compound democratic life will be characterized by functional recombination, and the main tasks of the party at different stages will be closely related to the theme of the meeting. The vertical guided democratic life is characterized by the direct participation of the members of the political Bureau of the CPC Central Committee, and has a stronger authority and benchmarking. The democratic life of different operating forms will not be completely separated from each other, but a dynamic and intersecting organic whole. Through the investigation and analysis of the role of democratic life in practice and some typical cases, this paper points out that democratic life will have the two functions of democratic construction and political education. The function of democracy construction includes three main aspects: inner-party democracy, inter-party democracy and social democracy. The function of political education includes three main aspects: building warning of political education, self-discipline and heteronomy mechanism. The two functions are interrelated. At the same time, the paper points out the problems existing in the current democratic life, dialectically analyzes the deep-seated causes of the problems, and puts forward the overall thinking and concrete countermeasures for perfecting the democratic life society. The purpose of studying the construction of democratic life is to perfect and perfect the democratic life in order to play a more effective role in the process of party building.
