新加坡廉政建设及其对我国的启示

【摘要】：腐败对人类社会的发展具有严重危害性,是全球共同关注的热点问题。透明国际发布的世界各国腐败评价指数显示:新加坡是世界上最清廉的国家之一。我国的清廉指数虽然逐年攀升,但较于新加坡还有较大差距。我国与新加坡虽然社会制度不同,但同为亚洲国家,同属亚洲文化圈,都曾有过不堪的腐败史。新加坡在廉政建设方面取得了令世界瞩目的成就,其廉政建设经验可以作为我国完善廉政建设理论以及进一步推进廉政建设实践的有益借鉴。本文系统阐述了廉政建设的基本理论,在深入把握马克思主义廉政建设思想的基础上明确了政治权力、腐败、廉政、廉政建设等概念并阐释了它们的内在关系,进而分析腐败的严重危害性,由此得出加强廉政建设的必要性和重要性;阐释了新加坡廉政建设的历程及主要举措,主要包括:健全的法规制度、系统完备的公务员制度等;阐释了新加坡廉政建设对我国的启示,主要包括:建立独立、权威、高效的反腐机构;完善公务员各项制度;完善廉政法制建设,提高廉政法规的可操作性;切实落实党风建设,全面加强廉政文化教育,形成全社会共同反腐的局面等。
[Abstract]:Corruption is harmful to the development of human society. The corruption evaluation index published by Transparency International shows that Singapore is one of the most clean countries in the world. Our country's clean government index is rising year by year. However, compared with Singapore, there is still a big gap. Although China and Singapore have different social systems, they are both Asian countries and both belong to the Asian cultural circle. They have all had an unbearable history of corruption. Singapore has made remarkable achievements in building a clean and honest government in the world. The experience of incorruptible government construction can be used as a useful reference for our country to perfect the theory of clean government construction and to further promote the practice of clean government construction. On the basis of deep understanding of Marxist theory of building a clean and honest government, the concepts of political power, corruption, clean government and clean government construction are defined and their internal relations are explained, and the serious harmfulness of corruption is analyzed. From this, the necessity and importance of strengthening the construction of a clean government is obtained, and the course and main measures of building a clean government in Singapore are explained, including: a sound legal system, a systematic and complete civil service system, etc. This paper expounds the enlightenment of the construction of clean government in Singapore to our country, including: establishing independent, authoritative and efficient anti-corruption institutions, perfecting the civil servants' various systems, perfecting the construction of clean government legal system, improving the operability of clean government laws and regulations; Earnestly implement the party style construction, comprehensively strengthen the clean government culture education, forms the whole society common anti-corruption situation and so on.
