“天鹅绒分离”二十年——捷克斯洛伐克国家分裂的经验与教训

【摘要】：为什么捷克斯洛伐克会在1992年分裂?本文旨在对这个问题进行解答。一般的说法是:外部环境的变化、新独立国家的示范效应、宪法上的缺陷、经济和社会危机、政治精英的自利与缺乏经验以及两元联邦制的脆弱性等等。本文认为,天鹅绒革命前苏式"族群联邦制"的实践给捷克斯洛伐克造成巨大的负面影响,是导致革命后捷克斯洛伐克国家模式不能发挥作用、最终解体的重要原因。
[Abstract]:Why did Czechoslovakia split in 1992? The purpose of this paper is to answer this question. The general words are: the change of the external environment, the model effect of the newly independent country, the constitutional defect, the economic and social crisis, the self-interest and inexperience of the political elite and the fragility of the two-Yuan federal system, etc. This paper holds that the practice of "ethnic federalism" in the form of Soviet style before the velvet revolution had a great negative impact on Czechoslovakia and was an important reason for the failure of the Czechoslovak state model after the revolution and the eventual disintegration of Czechoslovakia.
