越南高校毕业生就业中的政府责任研究

【摘要】：大学生就业是全社会就业的重要组成部分,其能否顺利就业,不仅会影响大学生个人的发展前途,而且涉及到千家万户的利益,影响社会的和谐与稳定,关乎学校的办学质量,因而备受社会各界的广泛关注。近年来,在越南高校毕业生就业难不仅是一个教育问题,更是成为了一个严重的社会问题,例如高校的毕业生工作与所学专业不对口或者高校毕业生在三个月甚至一年内都找不到工作的现象显得越来越普遍。面对如此严重的就业形势,政府作为公共资源分配的权利行使者,要实施更多积极性的就业政策,进一步推动和指导,实现越南高校毕业生的充分就业。虽然越南政府为促进高校毕业生就业已颁布一系列优惠的政策,对缓解高校毕业生就业难问题起着积极的作用,但总体来看还不能从根本上解决问题,因此本研究从政府责任、政府对高校毕业生的关注的角度出发研究高校毕业生就业问题进行研究。本研究在文献研究和实地调查的基础上,认真分析了当前越南高校毕业生面临的就业形势、大学生就业现状,政府在高校毕业生就业中的行为、政府责任存在的问题及问题的成因,并对如何才能更有效地解决这一问题提出了可行性对策,期望能为高校毕业生就业问题的解决提供一定的帮助。
[Abstract]:The employment of college students is an important part of the employment of the whole society. Whether it can be successfully employed will not only affect the future of individual development of college students, but also affect the interests of thousands of families, the harmony and stability of society, and the quality of school running. As a result, it has attracted wide attention from all walks of life. In recent years, the difficulty of obtaining employment for college graduates in Vietnam has become not only an educational problem, but also a serious social problem. For example, it is more and more common for college graduates to be unable to find jobs in three months or even a year. In the face of such a serious employment situation, the government, as the executor of the right to allocate public resources, should implement more active employment policies, further promote and guide, and realize the full employment of Vietnamese college graduates. Although the Vietnamese government has promulgated a series of preferential policies in order to promote the employment of college graduates, it has played a positive role in alleviating the difficult problem of university graduates' employment, but on the whole it has not been able to solve the problem fundamentally. Therefore, this study is based on the responsibility of the government. The government studies the employment of college graduates from the angle of attention. On the basis of literature research and field investigation, this study seriously analyzes the employment situation faced by Vietnamese college graduates, the employment situation of college students, and the behavior of the government in the employment of college graduates. The problems existing in government responsibility and the causes of the problems, and how to solve this problem more effectively put forward the feasible countermeasures, hoping to provide some help for solving the employment problem of college graduates.
