刍议中国共产党执政的国际环境——挑战和对策

【摘要】：党的十八大报告提出,党执政面临着四大考验,其中的"外部环境"考验就是党执政所面临的错综复杂的国际环境。中国共产党执政的国际环境是指我们党在在一定时期内的执政过程中面临的对本国执政产生影响的本国之外的包括政治、经济、文化等各种因素的总和。中国共产党自执政以来,国际环境深刻变化。尤其是进入新世纪以来,经济全球化浪潮浩浩荡荡,霸权主义强权政治有新的发展,恐怖主义势力抬头,国际共产主义处于低潮,世界科技文化竞争激烈。给我们党的执政带来了一系列的新挑战,能否科学地认识国际环境发展的趋势,积极主动地适应环境,努力改造、优化党执政的国际环境,是加强党的执政理论建设的重要内容,也是衡量党的执政能力高低的一个重要标志。这是研究中国共产党执政规律不能忽视的特殊世情。
[Abstract]:According to the report of the 18 National Congress of the Party, the party is facing four major tests in power. The test of "external environment" is the complicated international environment that the Party is facing in power. The international environment of the ruling of the CPC refers to the emergence of our Party in power over its own country in the process of ruling in a certain period of time. Influence outside the country includes politics, The summation of various factors, such as economy, culture, etc. Since the Communist Party of China came to power, the international environment has changed profoundly. Especially since entering the new century, the tide of economic globalization has been sweeping, and hegemonism power politics has witnessed new development. The rise of the forces of terrorism, the low tide of international communism and the fierce competition between science and technology and culture in the world have brought a series of new challenges to our party's administration. Can we scientifically understand the trend of the development of the international environment and actively adapt to the environment? It is an important content to strengthen the Party's ruling theory construction and also an important symbol to measure the ruling ability of the Party, which is a special world situation that can not be ignored in the study of the ruling law of the Communist Party of China.
