【摘要】：20世纪80年代以来，中国共产党在反复比较党的建设正反两方面的经验基础上，更加深刻地认识到制度对党的建设具有根本性、稳定性、全局性、长期性的重要作用。为此，中国共产党基于制度缺失的严峻现实，根据党的建设实践发展的客观需要，相继制定了一系列的党的制度，初步形成了党的制度体系的雏形与轮廓，从而为党的建设提供了坚强有力的支撑和保障。但随着制度条文的日趋增加和制度质量的日益提高，制度所指向的党内问题却并未日渐减少，究其根源则在于制度执行不力致使制度的本来功能和预期效用无法得到充分的彰显和展现。实质上，制度的效用取决于制度执行力，制度的生命力在于执行。故而提高制度执行力是当前制度建设“内心状态最实际的呼声”。因此，本文以党的制度执行力为研究对象，围绕提高党的制度执行力的研究主题，综合运用文献研究法、历史分析法、比较研究法、跨学科研究法、调查研究法等研究方法，以理论建构、现实验证和经验推广、问题治理为研究进路，通过党的制度执行力系统的理论预设，建构起党的制度执行力的一般理论分析框架，并以此分析框架统摄全文：首先对党的制度执行的已然状态即执行历史进行分析，，归纳总结制度执行的阶段特征和历史经验，接着对党的制度执行的实然状态即当前制度执行所存在的困境与成因进行剖析，最后就如何实现制度执行的将然状态进行对策研析，相应地提出加强制度执行力的治理策略。全文由导论、正文（四章）、结语三部分组成，具体内容摘要如下：导论主要阐释了研究问题的提出、研究意义、研究综述、研究思路和方法，以及研究的难点、创新和限度。第一章是理论分析部分，主要梳理界定了制度的内涵与功能、党的制度的内涵与功能，以及对制度执行的内涵分析、过程分析、特征分析，并预设了党的制度执行力系统，其主要包含执行制度、执行主体、执行客体、执行监控、执行资源、执行环境等六大系统要素，以此形成了党的制度执行力的一般理论分析框架。第二章是历史探析部分，主要追寻了党的制度执行的历史进路，归纳了党的制度执行的历史分期，总结了党的制度执行的历史经验。文中认为，以党的制度执行的“典型性的发展点”为基本标识，90多年来党的制度执行史大体上可分为初步探索阶段、积极推进阶段、遭遇挫折阶段、恢复发展阶段以及全面推进阶段等五个阶段，并取得了制度执行的五个基本经验，即注重党的制度质量问题、加强党的制度体系建设、形成党的制度权威意识、提高党的制度执行能力、强化党的制度执行监督。第三章是问题剖析部分，主要分析了当前党的制度执行过程中所存在的五个典型问题即制度虚置、制度剪切、制度敷衍、制度附加、制度置换，并从静态向度和动态向度两个方面对制度执行不力的成因进行剖析。文中认为，制度执行不力既有单独的各个系统要素的问题，也有各个要素联合互动即运行机制的问题。第四章是对策研析部分，主要提出了从前提、过程和保障三个方面来提高党的制度执行力。文中认为，提高党的制度执行力，构建党的制度的科学体系是前提、形成制度运行的合理机制是过程，优化制度执行的资源环境是保障。就前提方面而言，必须提高单项制度的质量以构建微观层面的制度体系，加强党内制度的整合以构建中观层面的制度体系，实现内外制度的互动以构建宏观层面的制度体系；就过程方面而言，必须完善制度的传播机制、健全制度的执行机制、强化制度的控制机制；就保障方面而言，必须优化执行资源的有效供给、塑造崇尚法治的社会环境、培育党内制度的执行文化。结语主要对本文进行总结以及对进一步研究的展望。
