坚持完善党中央集体领导体制:“七大机制”与核心

【摘要】：党的十八大以来,以习近平同志为核心的党中央始终坚持并不断完善集体领导体制,推动党中央集体领导体制在新形势下取得新发展。一是明确习近平同志是党中央的核心,这是党心所向、军心所归、民心所望,也令世界为之所震撼;核心的能力与领导集体其他组成人员的能力共同构成领导集体的"能力集",两者之间的作用是乘法关系。二是将集体领导体制的"五大机制"发展为"七大机制",强化了集体外事机制和集体自律机制在中央政治局及常委会治国理政及全面从严治党中的作用。三是通过优化中央领导机构组织架构,拓展重大专项会议制度和领导小组会议制度,加强了党中央重大决策制度建设,使集体决策机制更加适应全面深化改革需要。集体领导体制的创新与发展,反映了中国制度的创新与发展。中国集体领导体制是世界上独一无二的制度,核心领导与"七大机制"互补互益、相辅相成,我们要自觉认识中国制度优越性,只有自觉才能自强,只有自强才能自信。
[Abstract]:Since the 18th Party Congress, the CPC Central Committee, with Comrade Xi Jinping as the core, has always adhered to and continuously improved the collective leadership system and pushed the collective leadership system of the CPC Central Committee to make new progress under the new situation.First, it is clear that Comrade Xi Jinping is the core of the Party Central Committee.The core ability and the ability of the other members of the leading collective together constitute the "ability set" of the leading collective, and the function between them is the multiplication relation.Third, by optimizing the organizational structure of the central leading institutions, expanding the system of major special meetings and leading group meetings, strengthening the construction of the major decision-making system of the Party Central Committee, and making the collective decision-making mechanism more responsive to the needs of comprehensive deepening reform.The innovation and development of collective leadership system reflect the innovation and development of Chinese system.China's collective leadership system is a unique system in the world. The core leadership and the "seven major mechanisms" complement each other and complement each other.
