马克思主义唯物史观视野下的中国粮食安全问题研究

【摘要】：1845—1846年马克思和恩格斯在其合著的《德意志意识形态》中，对唯物史观所作的经典表述：物质生产活动及生产方式是人类社会赖以存在和发展的基础，，是人类其他一切活动的首要前提［1］。而粮食作为最基本的生活资料其供求关系直接关系人类生命安全直接维系着国计民生。粮食生产历来受到我国各届政府的高度重视并采取了很多举措来确保我国的粮食安全。本文分为四个部分第一部分通过我国学者与国外学者从不同视角对粮食安全的论述分析目前我国粮食安全处于WTO十年缓冲期已过即将面临WTO规则的多种挑战的世界大背景之下而我国内部正处于城镇化加速转化的二元制经济转化的过程。通过内外两方面的分析进一步认清我国的粮食安全目前已处于一个内忧外患的环境之中。基于分析提出自己的研究思路和方法通过运用马克思唯物史观的视野分析我国的粮食安全问题，并从内外因的角度出发来深层次的剖析我国的粮食安全问题。第二部分通对马克思主义经典作家对粮食安全重要性的论述进一步分析粮食安全对建设有中国特色的社会主义的重要作用。第三部分分析我国粮食安全的现状、问题和原因。从内外因的角度进一步分析在国际粮食危机背景下我国在适用WTO规则后所面临的外部竞争压力增大并通过内因的角度进一步分析了我国面临粮食安全问题的九大深层次原因。第四部分通过对以上问题的陈述与剖析通过多角度的总结分析提出解决我国粮食安全问题的措施。对内应当采取的九大应对措施与对外应当利用有利的国际环境化解我国在粮食自给率下降所带来的竞争压力,从而确保我国的粮食安全,保障国家的粮食安全战略。本文的创新之处在于运用马克思唯物史观从内外因的角度分析我国的粮食安全问题并提出解决我国粮食安全问题的重要的措施。
[Abstract]:Marx and Engels, in their co-work German ideology, in 1845-1846, put forward the classical expression of historical materialism: material production activity and production mode are the basis for the existence and development of human society. It is the primary premise of all other human activities [1]. Grain as the most basic means of livelihood its supply and demand directly related to the safety of human life directly maintain the national economy and people's livelihood. The grain production has always been attached great importance to by the governments of our country and many measures have been taken to ensure the food security of our country. The first part of this paper is divided into four parts: the first part is about food security from different angles of view through Chinese scholars and foreign scholars This paper analyzes the situation that China's grain security is now in the background of the WTO's ten-year buffer period, which is about to face many challenges of WTO rules, but China is in the process of economic transformation of dualistic system, which is accelerating the urbanization transformation. Through internal and external analysis, it is further recognized that China's food security has been in an internal and external environment. Based on the analysis, the author puts forward his own research ideas and methods to analyze the food security problems of our country through the perspective of Marx's historical materialism, and to analyze the food security problems of our country deeply from the angle of internal and external causes. The second part analyzes the importance of grain security in the construction of socialism with Chinese characteristics. The third part analyzes the current situation, problems and reasons of food security in China. From the angle of internal and external factors, this paper further analyzes the external competition pressure that our country faces after applying WTO rules under the background of international food crisis, and further analyzes the nine deep-seated causes of the food security problem in our country through the angle of internal cause. The fourth part puts forward the measures to solve the problem of food security through the statement and analysis of the above problems. The nine major measures to be taken at home and the outside world should take advantage of the favorable international environment to defuse the competitive pressure brought about by the drop in the self-sufficiency rate of grain in our country, so as to ensure the food security of our country. The innovation of this paper is to use Marx's historical materialism to analyze the food security problems in China from the angle of internal and external causes and to put forward some important measures to solve the food security problems in China.
