科学发展观的核心“以人为本”思想研究

【摘要】：在一代代中国共产党人努力探索的基础上,党的第四代领导集体与时俱进地提出了“以人为本”的科学发展观,“以人为本”最深层次的内涵就是把人当做一切发展的根本,为了人,依靠人。“以人为本”思想的提出,不仅是党在发展观上的重大转变,而且这种转变更是体现在党的执政兴国理念上。“以人为本”作为在新时期统领经济社会发展全局的思想指南,对它的深入研究将会对中国特色社会主义现代化的建设,对“两个一百年”奋斗目标和中国梦的顺利都实现产生巨大的理论指导意义。本文将从“以人为本”思想的形成条件、科学内涵和时代价值三个方面对其进行详细的探讨。首先是“以人为本”思想的形成条件,包括理论前提和现实依据两个方面。理论前提具体分析了“以人为本”思想对中国传统民本思想的继承和发展、对西方经典人本主义的吸收和借鉴、对马克思人学思想的丰富和发展、以及对中国共产党几代领导集体始终坚持把人作为根本的发展观念和执政理念的传承。它的现实依据是在对社会主义初级阶段的基本国情、社会主义现代化建设的经验总结、以及对其它国家在发展过程中的经验教训研究的基础上进行分析的。其次是“以人为本”思想的内涵。在对“人”和“本”正确理解的基础上,明确了“以人为本”的科学涵义,从而进一步研究了中国共产党坚持“发展为了人民、依靠人民、成果由人民共享、以及最终目的是人的自由全面发展”的“以人为本”价值取向。同时还针对当前一些人把“以人为本”理解为“以民为本”、把“以人为本”等同于“人本主义”等错误观念进行了分析。最后是“以人为本”思想的时代价值。首先是对其国内价值的分析:一方面“以人为本”思想继承和发展了马克思的人学思想,丰富和发展了社会主义建设的理论,是中国共产党执政理念的新飞跃;另一方面,坚持“以人为本”思想,有助于科学发展观的贯彻落实,社会主义和谐社会的构建和新时期党中央“四个全面”国家战略的贯彻。其次是对其重大国际意义的分析:“以人为本”符合当今世界和平与发展的时代主题,同时也是经济全球化发展和全球生态文明建设必须坚持的指导思想。
[Abstract]:On the basis of the efforts of the Chinese Communists from generation to generation, the fourth generation of the leading collective of the Party has advanced with the times the scientific development concept of "people-oriented", and the deepest connotation of "people-oriented" is to regard people as the root of all development. For man, depend on man. Putting forward the thought of "people-oriented" is not only a great change in the concept of development of the Party, but also embodied in the concept of ruling and rejuvenating the country. "People-oriented", as an ideological guide to guide the overall economic and social development in the new period, will be deeply studied in the construction of socialist modernization with Chinese characteristics. It has great theoretical guiding significance for the goal of "two hundred years" and the smooth realization of Chinese Dream. This paper discusses the formation condition, the scientific connotation and the value of the "people-oriented" thought in detail. The first is the forming condition of the thought of "people-oriented", including the theoretical premise and the practical basis. The theoretical premise concretely analyzes the inheritance and development of the "people-oriented" thought to the Chinese traditional people-oriented thought, the absorption and reference of the western classical humanism, and the enrichment and development of Marx's humanist thought. And the Communist Party of China for several generations of collective leadership has always insisted on people as the fundamental concept of development and the inheritance of the concept of governance. Its realistic basis is based on the analysis of the basic national conditions of the primary stage of socialism, the experience of socialist modernization construction and the study of the experiences and lessons of other countries in the course of development. Secondly, the connotation of "people-oriented" thought. On the basis of a correct understanding of "people" and "Ben", the scientific meaning of "people-oriented" is clarified, thus further studying the CPC's insistence on "developing for the people, relying on the people and sharing the fruits of the people." And the ultimate goal is the free and all-round development of human beings, "people-oriented" value orientation. At the same time, some people regard "people-oriented" as "people-oriented", and equate "people-oriented" with "humanism". Finally, the time value of the thought of "people first". The first is the analysis of its domestic value: on the one hand, it inherits and develops Marx's humanism thought, enriches and develops the theory of socialist construction, it is a new leap of the ruling idea of the Communist Party of China, on the other hand, Adhering to the idea of "people-oriented" is helpful to the implementation of the scientific concept of development, the construction of a harmonious socialist society and the implementation of the "four comprehensive" national strategies of the CPC Central Committee in the new period. The second is the analysis of its great international significance: "people-oriented" accords with the theme of peace and development in the world today, and it is also the guiding ideology that must be adhered to in the development of economic globalization and the construction of global ecological civilization.
