党领导社会管理体制创新研究

【摘要】:坚持和改善党的领导,是社会管理体制创新的必然要求;社会管理体制如何创新,也是执政党在提高领导水平和加强执政能力建设上避不开、绕不过的关键问题。围绕变化了的客观实际,党领导社会管理体制创新的理论和实践也要与时俱进,从而不断提高党领导社会管理体制创新的科学化水平。 本文坚持马克思主义辩证唯物主义和历史唯物主义的基本观点。运用政党领导理论和执政党建设理论,借鉴政治学结构功能主义的分析工具,以党的领导水平的提高和执政能力建设为切入点,从党的领导地位、领导理念、领导方式、领导人才和领导成本等几个角度,围绕如何在社会转型期领导好社会管理体制创新展开研究,梳理探索历程,分析新时期影响党领导社会管理体制创新的制约因素,探寻现实路径,并把提高社会管理科学化水平和改善党的领导有机结合起来。 在绪言部分,本文阐述了选题的理论意义和实践意义,并对现有的相关研究成果进行了梳理和总结,概括了框架与逻辑结构,介绍了研究方法和分析工具,以及创新点和不足。 在第一章理论阐述部分,对党的领导、社会管理、社会管理体制等相关概念进行界定,社会管理体制是各种社会管理主体,在社会生活、社会事务和社会关系中的地位作用、相互关系及其运行方式方面,而制定一系列具有约束力的规则和程序性安排,是关于社会管理的制度与法律法规体系、组织系统和管理机制的安排,其中,执政党处于领导核心的地位。党领导社会管理体制创新的目的在于整合社会资源,着力解决社会问题,规范社会管理的高效运行,维护社会管理的良好秩序。此外,针对党领导社会管理体制创新的意义、基本原则、关键环节、目标和方向作了分析。 在第二章中,回顾和考察党领导社会管理体制创新的探索过程,分析正反两方面的经验,有益于梳清脉络、理清思路。本文把新中国成立以来党领导社会管理体制创新的历史进程分为四个历史时期,一是执政后党对社会管理活动的认识与初步领导,党充分发挥传统的政治优势和手段,巩固了党的执政地位,积累了社会管理和建设的经验;二是党的八大以后开始形成传统社会管理体制并不断巩固,在当时特定的国内外背景下,这种社会管理体制发挥了一定的功能和作用,取得了相当的历史成就,同时,随着时代和实践的发展,这种传统社会管理体制的局限性也就逐渐展露出来,党和政府希望用行政手段来合理配置有限的社会资源,从理论上看似乎可以避免市场自发性所带来的的无序竞争的弊端,在短期内把有限社会资源高效利用起来,但实践上是被证明行不通的;三是改革开放后,党的指导思想和工作重心发生转变,结束了改革开放以前那种理想主义色彩浓厚的社会建设模式,虽然此时党对社会管理体制探索,还未作为一个整体考虑,只是对部分与经济体制关系密切的社会管理机制进行了局部调整,但理念和原则的已经发生重大转变,社会管理体制建设展现出光明前景;四是党的十六大以来,是党领导全国各族人民在新的世纪里继续推进改革开放、促进社会和谐、落实科学发展的新征程,也是党领导社会管理体制创新的新探索,构建中国新型社会管理体制的新起点。 在第三章中,主要是对党领导社会管理体制创新制约因素进行分析,沿着从社会管理体制、党的领导、党与社会互动等三个层面的逻辑脉络逐步分析。一是认识到社会管理体制创新本身的特殊性、复杂性、系统性,社会管理体制创新不可能逾越当前这个阶段而进行创新,就要梳理当前社会阶段的主要特征,要涉及深层次的框架结构调整,就要分析其深层次的矛盾和主要难点。二是社会管理体制创新对党的领导水平提出的新要求,既包括了从宏观上对执政党及其政府的整体领导水平和执政能力的考验,也包括了从中观上对党的各级组织的领导本领,以及从微观上对党的领导干部队伍的业务素质提出了新考验。三是分析党与社会关系的良性互动所面临的新挑战,如果不能很好地回应社会发展的需求,赢得不了广泛的社会认同,必将损害党与社会的关系,影响到党对社会的领导。 在第四章中,主要是围绕如何加强和改善党的领导,针对党领导社会管理体制创新的现实路径进行分析。改革开放进入关键阶段,党和国家既面临着前所未有的历史机遇,也面临着发展中深层次的矛盾与问题,领导社会管理体制创新的任务十分艰巨。从党的领导理论和执政党建设的角度,,党为此要发挥优势、树立理念、改进领导方式、建设人才队伍,并从领导成本上加以检验,不断开创社会管理体制创新的局面。 在结束语部分,展望了党领导社会管理体制创新的发展趋势和空间,执政党要在领导社会管理体制创新的全过程中,从宏观战略上把握时代脉搏、引领社会潮流,从具体实践上提高领导水平、适应发展需求,立党为公、执政为民,不断开创中国特色社会主义事业新局面。
[Abstract]:Adhering to and improving the leadership of the party is the inevitable requirement of the innovation of the social management system, and how the social management system is innovating is also the key problem that the ruling party can not avoid in the improvement of the leadership level and the strengthening of the construction of the ruling ability. And constantly improving the scientific level of the party's leadership in the innovation of social management system.
This article adheres to the basic viewpoint of Marx's dialectical materialism and historical materialism. Using the Party leadership theory and the ruling party construction theory and drawing on the analytical tools of the political structural functionalism, the party's leadership, leadership, leadership and leadership are taken as the starting point for the improvement of the party's leadership and the construction of the ruling ability. In a number of angles, such as talent and leadership cost, this paper focuses on how to lead a good social management system innovation in the period of social transformation, combing the course of exploration, analyzing the restrictive factors that influence the innovation of the party's leadership in the social management system in the new period, exploring the realistic path, and combining the improvement of the scientific level of social management and the improvement of the party's leadership.

In the part of the first chapter, the concept of Party leadership, social management and social management system is defined. The social management system is the main body of various social management, the role of the social life, social affairs and social relations, the relationship and its operational aspects, and a series of binding rules and procedures are formulated. The order arrangement is the arrangement of the system of social management, the system of laws and regulations, the organization system and the management mechanism, among which the ruling party is at the core of the leadership. The purpose of the party's leadership of the social management system is to integrate social resources, to solve social problems, to regulate the efficient operation of the social management and to maintain the good social management. In addition, the significance, basic principles, key links, objectives and direction of the party's leadership in social management system innovation are analyzed.
In the second chapter, we review and examine the exploration process of the innovation of the party's leadership in social management system and analyze the two aspects of the positive and negative experiences. It is beneficial to comb the veins and clarify the ideas. This article divides the historical process of the Party leadership's social management system innovation since the founding of new China into four historical periods, one is the understanding of the party's understanding of the social management activities after the ruling. With the initial leadership, the party fully exerts the traditional political advantages and means, consolidates the party's ruling position and accumulates the experience of social management and construction. Two, the traditional social management system has been formed and consolidated after the Eighth Congress of the party. Under the specific domestic and foreign background, the social management system has played certain functions and works. At the same time, with the development of the times and practice, the limitations of the traditional social management system have gradually emerged. The party and the government want to use the administrative means to rationally allocate the limited social resources. In theory, it seems to avoid the malpractice of the disordered competition brought by the market spontaneity. In the short term, the limited social resources are effectively used, but in practice it is proved that it is not practicable. Three, after the reform and opening up, the party's guiding ideology and work center of gravity changed, and the ideal color of social construction before the reform and opening up, although the party's exploration of the social management system at this time has not been a whole. Considering it, the social management mechanism, which is closely related to the economic system, has been partially adjusted, but the concept and principles have changed greatly, and the construction of the social management system has shown a bright future. Four, since the party's sixteen major, the party has led the people of all ethnic groups to continue to promote reform and opening up and promote the society in the new century. In the third chapter, it is mainly to analyze the restriction factors of the innovation of the social management system of the Party leadership, and to analyze the logic of the social management system, the leadership of the party and the interaction between the party and the society. First, it is impossible to realize the particularity, complexity and systematicness of the innovation of the social management system, and the innovation of the social management system is impossible. It is necessary to sort out the main features of the current social stage and to analyze the deep level of the structural adjustment, and to analyze its deep contradictions and main difficulties. Two, the new requirements for the leadership level of the party are put forward by the innovation of the social management system, which includes both the government and the ruling party from the macro level. In the fourth chapter, it is mainly about how to strengthen and improve the party's leadership and analyze the realistic path of the innovation of the party's leadership in the social management system. The reform and opening to the key stage, the party and the state not only face unprecedented historical opportunities, but also face the deep-seated contradictions and problems in the development, and lead the innovation of the social management system. The task is very arduous. From the point of view of the party's leadership theory and the construction of the ruling party, the party should give full play to its advantages, set up ideas, improve the way of leadership, build a team of talents, and test it from the cost of leadership, and constantly create a situation of innovation of the social management system.
In the concluding part, it looks forward to the development trend and space of the innovation of the Party leadership's social management system. In the whole process of leading the social management system innovation, the ruling party should grasp the pulse of the times and lead the social trend from the macro strategy in the whole process of the innovation of the social management system, and improve the leadership level from the concrete practice, and should develop the demand, establish the party for the public and keep the government for the people.
