改革开放初期邓小平对台工作决策探析

【摘要】：在中美建交和十一届三中全会召开的背景下,根据改革开放初期的新情况、新要求,邓小平继承党的第一代中央领导集体重要思想,作出了调整对台工作方针的决策,即把"我们一定要解放台湾"的方针调整为"台湾归回祖国,实现统一大业"的新方针。新方针有三个要点:第一,尊重台湾现状和台湾各界人士的意见,采取合情合理的政策和办法,不使台湾人民蒙受损失;第二,寄希望于1700万台湾人民,也寄希望于台湾当局;第三,商谈结束两岸军事对峙状态,实现通航通邮通商。对台工作新方针是十一届三中全会以后形成的,是实事求是思想路线的产物;它强调尽早解决台湾问题,并将其列入80年代三大任务之一;它还坚持"两手论",既有和平解决的一手,也有不放弃武力解决的一手。
[Abstract]:Against the background of the establishment of diplomatic relations between China and the United States and the convening of the third Plenary session of the Eleventh Central Committee, according to the new circumstances and new requirements in the early stage of reform and opening up, Deng Xiaoping inherited the important thinking of the party's first generation of central leading collectives and made a decision to adjust its work policy towards Taiwan. That is to say, the policy of "we must liberate Taiwan" is adjusted to the new policy of "Taiwan returning to the motherland and realizing the great cause of reunification." The new policy has three main points: first, to respect the status quo in Taiwan and the opinions of people from all walks of life in Taiwan, to adopt reasonable policies and measures so that the people of Taiwan will not suffer losses, and second, to place hope on the 17 million people of Taiwan and on the Taiwan authorities as well. Third, talks to end the state of military confrontation between the two sides of the strait, to achieve navigation and postal trade. The new policy of work towards Taiwan was formed after the third Plenary session of the Eleventh Central Committee and was the product of the ideological line of seeking truth from facts, which emphasizes the early settlement of the Taiwan issue and lists it as one of the three major tasks of the 1980s. It also insists on the "two-hand theory", both peaceful and unforsaken.
