【摘要】：公共政策是政府治理的重要手段,其效能反映了政府治理能力的现代化水平。民主、法治、公开透明、保障少数群体权益和高效的公共政策能够提升政府治理能力。目前,我国的公共政策存在结构性配置不合理、价值缺位、非制度性行为泛滥和效能非正常衰减等问题。应通过行政体制改革、民主机制建设、政治文化变革、政策模式变迁等路径予以调整。
[Abstract]:Public policy is an important means of government governance , its effectiveness reflects the modernization level of government ' s governance ability . The democracy , the rule of law , the openness and transparency , the safeguard of minority rights and interests and the efficient public policy can improve the government ' s governance ability . At present , the public policy of our country has the unreasonable structure , the value is missing , the non - institutional sexual behavior overspread and the performance abnormal attenuation , etc . should be adjusted through the administrative system reform , the democratic mechanism construction , the political culture change , the policy pattern change and so on .
