【摘要】：当前我国正处于民主政治建设和法治建设的关键时期，随着智能手机等移动终端的迅速普及和4G移动网络的快速发展，我国公民通过移动网络进行政治参与的刚性需求必将持续增强，在此研究移动网络政治参与的特性和规律，对于推动我国公民有序政治参与和完善政治参与体系具有重要作用。本文内容共由四个部分构成。首先就移动网络政治参与的概念和特点进行概述；继而对移动网络政治参与中的主体——归类，涵盖政府、普通移动网民、网络政治精英、网络社群、网络社团等；同时对现存及未来可预的载体进行概括分析，如电子政务、手机政治微博、微信政治平台、政治APP等；接着就移动网络政治参与应当规避的主要问题进行归纳，包括制度供给不足、参与的代表性问题、能力问题、层次问题、文化缺失问题等；最后针对移动网络政治参与的特性提出使其完善的对策建议，分别从政府、网民、中间力量、网络生态四个方面展开。归根结底，移动网络政治参与作为制度供给闭环内的重要内容，势必将产生积极深远的影响。要完善我国的移动网络政治参与，需要政府和公众共同努力，既要构建完备的制度化体系，又要培养合格的网络公民，同时要吸引媒体、专家、学者等中间力量的积极参与，，更要培育包容的政治文化，加强网络道德建设和法治建设。
[Abstract]:At present, our country is in the critical period of democratic political construction and rule of law construction. With the rapid popularization of mobile terminals such as smart phones and the rapid development of 4G mobile networks, The rigid demand of Chinese citizens' political participation through mobile network will continue to strengthen. The study of the characteristics and rules of mobile network political participation will play an important role in promoting the orderly political participation of Chinese citizens and perfecting the political participation system. This paper consists of four parts. Firstly, the concept and characteristics of mobile network political participation are summarized, then the main body of mobile network political participation is classified, including government, ordinary mobile Internet users, network political elite, network community, network community, etc. At the same time, it makes a general analysis of the existing and future pre-existing carriers, such as e-government, mobile political Weibo, WeChat political platform, political APP and so on, and then sums up the main problems that should be avoided by mobile network political participation. Including inadequate supply of institutions, representativeness of participation, ability, hierarchy, lack of culture and so on. Finally, in view of the characteristics of political participation in mobile networks, suggestions are put forward to make it perfect, respectively from the government, Internet users, and intermediate forces. There are four aspects of network ecology. In the final analysis, the political participation of mobile network, as an important content in the closed-loop of institutional supply, will have a positive and far-reaching impact. In order to perfect the political participation of mobile network in our country, the government and the public need to work together to build a complete system of institutionalization, to train qualified network citizens, and to attract the active participation of the media, experts, scholars and other intermediate forces. We should cultivate inclusive political culture and strengthen the construction of network morality and rule of law.
