【摘要】：在2006年中共十六届四中全会上,胡锦涛同志第一次明确提出了“民主执政”这一新的执政理念。目前针对胡锦涛同志的民主执政思想的研究已取得了一定的成果。本文在这些研究成果的基础上,考察了胡锦涛民主执政思想提出的时代背景和思想渊源,阐述了胡锦涛民主执政思想的主要内容。通过与马克思主义经典作家和国内三代领导集体的民主执政思想的对比研究,分析总结出胡锦涛对马克思主义民主执政思想在理论和实践的创新。并且通过对胡锦涛书记的民主执政思想在贯彻落实中所面临的问题的探讨和分析,提出了民主执政思想在贯彻落实中的基本思路。通过对上述内容的论析,对胡锦涛民主执政思想中的执政意识、执政者素质、民主执政与经济建设、社会建设、制度建设、法制建设以及民主执政与中国共产党的关系等问题的厘清,对进一步规范职权,规范机构设置、完善民主选举制度、完善民主监督制度、完善民主管理制度、增强领导干部民主执政的素质和能力、完善民主决策制度等建设具有重要的理论和实践意义。说明民主执政是马克思主义政党的本质要求。做到民主执政,使权力通过民主的途径和方式透明化,对执政党的兴衰成败和中国的未来起着至关重要的作用。在社会主义现代化建设的新时期,民主执政的执政理念和执政方式的提出,表明了中国共产党坚持和继承马克思主义执政理论的同时,也对执政党民主执政思想的执政理念、执政规律、执政制度、执政方式、以及中国共产党党内民主建设和先进性建设等理论和实践的不懈探索和创新;表明在任何时候、任何情况下,中国共产党党员干部都要牢记党全心全意为人民服务宗旨、党的一切为了人民群众群众观点和从群众来,到群众去的群众路线,都要坚持为民执政、靠民执政,实行民主执政。
[Abstract]:At the fourth Plenary session of the 16th CPC Central Committee in 2006, Comrade Hu Jintao clearly put forward the new ruling concept of "Democratic ruling" for the first time. At present, some achievements have been made in the research of Comrade Hu Jintao's democratic ruling thought. On the basis of these research results, this paper investigates the background and origin of Hu Jintao's democratic ruling thought, and expounds the main content of Hu Jintao's democratic ruling thought. Through a comparative study of the democratic ruling thoughts of the classical Marxist writers and the three generations of leading collectives in China, this paper analyzes and summarizes the theoretical and practical innovation of the democratic ruling thought of Marxism by Hu Jintao. Based on the discussion and analysis of the problems faced by the democratic ruling thought of Hu Jintao Secretary, this paper puts forward the basic ideas of democratic ruling thought in the implementation. Through the analysis of the above contents, this paper discusses the ruling consciousness, the quality of the rulers, the democratic governance and economic construction, the social construction, the system construction in Hu Jintao's democratic ruling thought. To clarify the legal system construction and the relationship between democratic governance and the Communist Party of China, and to further standardize the functions and powers, standardize the setting up of institutions, perfect the democratic election system, perfect the democratic supervision system, and perfect the democratic management system. It is of great theoretical and practical significance to strengthen the quality and ability of leading cadres in democratic governance and to perfect the democratic decision-making system. It shows that democratic governance is the essential requirement of Marxist political parties. To achieve democratic governance and make power transparent through democratic channels and ways plays a vital role in the success or failure of the ruling party and the future of China. In the new period of socialist modernization construction, the ruling idea and mode of democratic governance are put forward, which indicates that the CPC adheres to and inherits the Marxist ruling theory, and at the same time, it also holds the ruling idea of the ruling party's democratic ruling thought. The unremitting exploration and innovation of the ruling law, the ruling system, the ruling way, and the theory and practice of the CPC's inner-party democratic construction and advanced construction, etc., indicating that at any time and under any circumstances, Party members and cadres of the Communist Party of China should bear in mind the Party's purpose of serving the people wholeheartedly, and all Party members and cadres should adhere to the principle of ruling for the people, relying on the people as their ruling, and exercising democratic governance for the sake of the people's viewpoint and the mass line from the masses to the masses.
