农村人口加速老龄化的影响及对策研究——以农业人口大省河南为例

【摘要】：在城乡一体化、快速城镇化、少子高龄化的宏观背景下,日益增长的老龄人口经济社会需求与社会供给明显不足之间的矛盾不断加深。与此同时,农村的快速老龄化也对农业生产率、国民储蓄率和养老金的收支平衡等都造成了不同程度的影响。针对上述问题,必须以积极乐观发展的社会心态看待老龄化,采取鼓励促进社会资本参与养老服务体系建设,推进实施老龄津贴和老年护理保险,积极倡导精神赡养,淡化社会成员的流动借以支撑居家养老等措施。
[Abstract]:Under the macroscopic background of urban-rural integration, rapid urbanization and aging of fewer children, the contradiction between the increasing economic and social needs of the elderly and the obvious shortage of social supply is deepening. In view of the above-mentioned problems, we must treat aging with a positive and optimistic social attitude, adopt measures such as encouraging social capital to participate in the construction of the old-age service system, promoting the implementation of the old-age allowance and old-age care insurance, actively advocating spiritual support, and weakening the mobility of social members to support home-based old-age support.
