城市社区服务需求分析与体系构建研究

【摘要】：城市社区服务作为社会福利的重要内容,是时代发展的需求,对社区居民的生活环境和质量、社区文明和谐程度、居民的社区满意度和归属感、社会的稳定进步有着重要影响。经济社会的发展,利益主体多元化,社区服务需求表现出多样化特征,不同社区居民的所希望获得的社区服务存在差异,因此社区服务不单一的民政服务,其服务的内容应是多元化、多样化的。只有社区服务供给主体的多元化,同时基于社区服务需求分析,健全城市社区服务体系,完善社区服务内容和社区服务机制,才能满足多元化的社区服务需求。本文通过回顾关于城市社区服务需求与社区服务体系构建研究的文献资料,对社区服务需求与社区服务体系概念进行界定及理论思考。结合实证调查对社区服务需求进行分析,提出了几点构建以需求为导向的城市社区服务体系的对策建议,主要包括适应分类服务需求完善社区服务内容;拓宽资金来源渠道完善基础设施建设;明确主体职责形成良性互动运行机制;适当吸收商业机构加入优化社区便民利民网络;发挥社会组织作用提升居民参与意识;加大专业技能培训力度强化社区人才队伍建设。
[Abstract]:As an important content of social welfare, urban community service is the demand for the development of the times. It has an important influence on the living environment and quality of the community, the harmonious degree of the community civilization, the community satisfaction and the sense of belonging, and the stable progress of the society. The development of the economy and society, the diversification of the interests of the main body, and the diversity of the community service demand are diversified. The community service of different community residents is different, so the community service is not a single civil service, and the content of its service should be diversified and diversified. Only the diversity of the main body of the community service supply, and based on the analysis of community service demand, improve the urban community service system, and improve the content of community service and the content of community service. The community service mechanism can meet the diversified needs of community service. By reviewing the literature on the needs of urban community service and the construction of community service system, this paper defines the concept of community service demand and the concept of community service system. Some suggestions on the construction of a demand oriented urban community service system are proposed, including improving the content of community service to meet the needs of classified services, widening the sources of funds to improve the infrastructure construction, making a clear and interactive operation mechanism of the main responsibility of the main body, and appropriately absorbing the commercial organizations to optimize the community, the people, the people, the people, the people, the people and the people.
