内蒙古军转安置制度研究

【摘要】：军转安置制度既是我国国家和军队的一项制度,也是一项政治任务。从上世纪50年代开始,我国开始实施军转安置制度,相关工作同步开展。虽然其发展工作经历诸多波折,但迄今为止已形成完整的体系,军转安置制度已经相当规范完善。军转安置政策直接关系到军人转业后的工作安排、社会保障等重要方面,直接影响到社会的和谐稳定,也对现役军人的思想动态有一定程度的影响。但是随着国家体制改革的深入引发了社会利益关系发生了明显的变化,同时军队现代化建设日新月异,军转干部安置工作正在面临前所未有的新问题和新挑战。纵观世界各国政府,无不重视军转安置工作,积极为军转干部创造良好的发展环境,从而构建有利于经济和社会发展的大环境。欧美等发达国家大力推动军转安置工作,也积累了大量可借鉴的经验,值得我国学习引用。作者自从事军转安置工作以来,结合实际工作积累了一定的实践经验和相关数据,为选题研究创造有利条件。研究中,综合运用文献分析法、定性分析法和可行性分析等方法归纳总结内蒙古在军转安置工作中的具体做法,深入分析其尚存在的问题,与国际欧美发达国家相对比,提出完善我国军转安置制度的对策建议,为完善新时期军转干部安置工作提供理论支持与合理化建议。
[Abstract]:The system of military transfer is not only a system of our country and army, but also a political task. Since the 1950s, China began to implement the military transfer resettlement system, and the related work has been carried out simultaneously. Although its development work has experienced many twists and turns, it has formed a complete system so far, and the system of military transfer and resettlement has been quite standardized and perfect. The policy of military transfer and resettlement is directly related to the working arrangement and social security of servicemen after they have been transferred to work. It directly affects the harmony and stability of the society, and also has a certain degree of influence on the ideological dynamics of servicemen in active service. However, with the deepening of the reform of the national system, the relationship of social interests has changed obviously, and the modernization of the armed forces is changing with each passing day, the resettlement of military cadres is facing unprecedented new problems and challenges. Throughout the world, governments all over the world pay attention to the resettlement of military transfer, actively create a good development environment for military cadres, and thus build a favorable environment for economic and social development. The developed countries, such as Europe and the United States, have made great efforts to promote the work of military transfer and resettlement, and have accumulated a great deal of experience that can be used for reference. The author has accumulated some practical experience and relevant data since he engaged in the work of military transfer and resettlement, which creates favorable conditions for the research on the topic. In the study, comprehensive use of literature analysis, qualitative analysis, feasibility analysis and other methods to sum up Inner Mongolia in military resettlement in the specific practice, in-depth analysis of its existing problems, compared with the developed countries in Europe and the United States, The countermeasures and suggestions of perfecting the system of military transfer resettlement in China are put forward to provide theoretical support and reasonable suggestions for perfecting the resettlement work of military transfer cadres in the new period.
